The Executive Director of DAFVM Fiscal Affairs reports directly to the Vice President for the Division of Agriculture, Forestry and Veterinary Medicine (DAFVM). The Executive Director of DAFVM Affairs provides both strategic and day-to-day support to the Vice President for DAFVM on the financial and human resource operations of Office of the Vice President for DAFVM and the Division of Agriculture, Forestry, and Veterinary Medicine as a whole.

Anticipated Appointment Date:

February 2025. 

Essential Duties and Responsibilities:

1. Serves as the primary fiscal representative for DAFVM and coordinates efforts with separately appropriated unit fiscal officers on management of funds, addressing campus-wide fiscal issues, communication with central offices, and division management issues.
2. Leads the development, implementation and maintenance of policies and objectives; develops strategic and tactical directions for the division and implements projects and programs to assist in accomplishment of established goals. Keeps records of accomplishments and reports results to senior administrators
3. Coordinates, designs, and implements internal financial reporting systems, financial controls, and management information systems in coordination with the automated financial reporting systems of the university.
4. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
5. Serves as a resource to individuals across campus involved in business and/or HRM operations within DAFVM. This includes, but is not limited to, the vice president offices, the Office of Sponsored Projects, Internal Audit, the Controller’s Office, centers and institutes, academic departmental and college administration.
6. Coordinates the preparation of reports of funding (including external), disbursements, special analyses, and information reports for management; presents recommendations for changes and/or improvements, monetary control, and adherence to budgets.
7. Supervise the VP DAFVM Business Staff.
8. May represent the Division at various community and/or business meetings; promotes existing and new programs and/or policies.
9. Manage the daily financial activities of the VP DAFVM office, which include budget preparation and control, accounting, business planning and management; ensures compliance with university policies and procedures, state, and federal regulations. May approve payments of purchases for sub-units
10. Prepares budget requests, operating budgets and budget revisions as required
11. Coordinates and processes all personnel actions for VP DAFVM office.
12. May manage cash and cash-related receipts
13. May coordinate financial aspects of research proposals, contracts, and sub-contracts, including the development of budget, proposal preparation, and adherence to funding requirements
14. Advises the Vice President the appropriateness of waivers of university Facilities and Administrative rate as well as numerous other areas where decisions have financial impact.
15. Performs other duties as assigned.

Minimum Qualifications:

Education: Bachelor’s degree in Business Administration, Accounting, Finance or related.

Experience (yrs.): Ten years directly related to the duties and responsibilities specified.

Preferred Qualifications:

• An advanced degree in a discipline relevant to the position.
• Certified Public Accountant (CPA)
• Relevant experience both at departmental/center level and central administration.
• Knowledge of Banner, Budget Module, and PageUp People Experience

Knowledge, Skills, and Abilities:

• Knowledge of the multiple missions and roles of a land grant institution,
• Knowledge of 2 CFR 200 Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (Uniform Guidance), university policies and the IHL Bylaws.
• Demonstrated skills in leadership and resource allocation.
Demonstrated experience in discreetly dealing with highly sensitive, confidential information.
• Skill in analyzing and problem solving including long-term financial planning.

Working Conditions and Physical Effort

1. No or very limited physical effort required.
2. No or very limited exposure to physical risk.
3. Work is normally performed in a typical interior/office work environment.
