Position Summary
Provides human resources leadership in the strategic management of the Broad College; advise unit administrators on human resources policies and procedures. Administers and/or coordinates the hiring and separation processes and the processing of personnel actions for the college. Develops, implements, and monitors varied HR management approaches to attain organizational goals. Acts as a resource to and resolves complex problems with employees, primarily support staff, temp/on-call and student staff, graduate students, and department administrators in the coordination of HR programs and functions. Identifies training needs and develops and conducts training programs for department staff. Ensures that the unit is compliant with MSU policies and procedures within collective bargaining agreements. Oversee performance appraisal process and procedures. Monitors and reviews performance appraisals for department employees. Participates in developing strategies to respond to performance concerns. Will work collaboratively with the Chief of Staff, Director of Human Resources, and MSU Human Resources and other college organizational unit HR representatives. Serve as the unit representative for the unit and attend meetings as necessary; disseminate information to department staff. Assist the Director of HR and Chief of Staff in the development of personnel policies and procedures for the unit.

Breakdown of Duties:
30% Hiring, Recruiting, and HR Forms
- Manage the support staff recruiting processes at the Dean’s in coordination with the hiring unit and Director of Human Resources
- Initiates EBS HR transactions such as hiring forms, additional payment forms, terminations, pay and cost redistributions, reclassifications, off-cycle pay increase process, for all employee types
- Serves as PageUp staffing coordinator for Dean’s Office positions and assists with the hiring process from start to finish.
- Advises and, when appropriate, serves on support staff hiring committees to ensure an ethical and inclusive hiring process.
- Coordinates New Employee Orientation activities.
25% Support for HR Actions

- College level overload processor ensuring accuracy, compliance and manages Deans’ approvals.
- Serves as a subject matter expert for staff and supervisors navigating HR processes.
- Manages the Dean’s Office HR employee record systems, ensuring accuracy, confidentiality, and compliance with university policy. Additionally, responsible for the management and oversight of the Dean’s Office City of East Lansing tax letters.
- Prepares data reports, monitors staffing trends, and supports informed decision-making.
- Provides backup support for initiating HR actions for Faculty and Academic Staff.
25% Employee Training, Workforce Planning, and Organizational Development
- Creates and oversees the selection and use of training materials and informs employees of the available training materials.
- Onboarding and training of new Broad SS employees.
- Oversee and manage the administration of the onboarding and offboarding portals. While working collaboratively with the Broad IT team to oversee improvements and efficiencies.
- Takes initiative to follow up with departments and employees to ensure timely completion of assigned tasks.
- Designs, administers, and analyzes surveys, focus groups, and other assessment tools to support organizational insights and decision-making
- Develop recommendations based on assessment results to support decision-making.
- Supports initiatives that enhance staff development, engagement, and retention.
15% HR/Payroll Systems Access and SAP Workflow
- Serves as college-level workflow approver for graduate assistants, support staff, temp/on-call and students, and backs up for other employee groups.
- Manages and reviews HR and payroll system access requests for the college.
- Coordinates with MSU IT to review and maintain SAP workflow tables for the college.
- Reviews all submitted security access and workflow changes for accuracy.
5% Performance Evaluation Process
- College level oversight and tracking of performance appraisal process and procedures for all employee groups.
- Monitors and reviews performance appraisals for department employees
- Participates in developing strategies to respond to performance concerns.
Minimum Requirements
Knowledge equivalent to that which normally would be acquired by completing a four year college degree program in Human Resources, Business Administration or related field, or a field related to the employing unit; three to five years of related and progressively more responsible or expansive work experience in managing human resource functions, designing and implementing training programs and human resource/labor relations management and computer applications; or an equivalent combination of education and experience.
Desired Qualifications
- Proficiency in Microsoft Office Suite
- Demonstrated experience with HRIS platforms (e.g., SAP, PageUp, or equivalent applicant tracking/payroll systems).
- Experience Recruiting and hiring various employee types: Faculty, Academic Staff, Support Staff, Temporary/On-Call, and Student Employees
