| Position Overview: |
Reporting to the Chief Human Resources Officer, the Director of Talent Payroll and Onboarding Administration is part of the Human Resources and Strategic Talent Management leadership team. This position is responsible for providing leadership, overall management and administration of the university's human resource payroll and onboarding functions. This position also works with the CHRO to support strategic planning and decision-making as it relates to this unit and is responsible for UMBC compliance matters relating to policies and procedures around payroll, employees outside of the state of Maryland and international employees (i.e. Dual employment, FICA tax, NRA/RA tax compliance).

| Responsibilities: |
Leads a team of payroll and onboarding services staff who are responsible for ensuring accurate, timely and efficient processing of HR employee onboarding and job related and payroll transactions. Oversee and manage the day-to-day operations of the HRIS and payroll functions, including the processing of HR and Payroll transactions.
- Develop and implement HR and Payroll procedures to ensure data accuracy and compliance with applicable laws and business process requirements.
- Lead the Payroll and Onboarding Services unit to provide guidance, coaching and mentoring to ensure their professional growth and development.
- Partners with HRIS to ensure HRIS and payroll systems are integrated and streamlined to minimize manual effort and increase efficiency in partnership with Information Technology.
- Develop and implement trainings, standard operating procedures documentation, and communication (website and myUMBC groups) for payroll users.
- Collaborate with other departments to identify areas where HR and Payroll can improve processes, resolve issues, and support the university's mission.
- Responsible for Payroll and security compliance and audit requirements (internal, legislative and financial).
Responsibilities include:
- In partnership with HRIS review, troubleshoot, approve and oversee critical production issues that are complex in nature and require advanced systems and HR/Payroll knowledge in order to meet HR & Payroll operational deadlines.
- Identify transitional resources to backfill critical operations for staff vacancies, leave, and high volumes to meet HR and Payroll operational deadlines.
- Ensure Payroll Advance requests, check pick-up requests, and one pay requests are being processed accurately and timely for the Payroll team.
- Ensure the timely and accurate generation of reports and data analysis (internal, department, campus and external).
- Maintain audit standards and implement processes to support evolving compliance requirements and audit requests for both teams.
- Oversee the overpayment process and year-end deadline for funds that are paid back for the Payroll team.
- Oversee, manage and serve as a backup for troubleshooting various inbound/outbound State file transmissions including personnel interface, payroll.
- Ensure that our processes, data and systems are configured to provide data to supporting systems based on their systems requirements.
- Maintain the accuracy and timeliness of business processes and PeopleSoft systems to ensure that employee data is recorded accurately, and that benefits, payroll, and other HR-related information is processed and reported in accordance with established requirements.
- Develop, implement and oversee University, State and Federal programs, policies, processes including operational needs (ex. COLA/Merit, Electronic Time Sheets, Departmental Time Entry, Onboarding, International employees (NRA/RA), Leave Management, minimum wage, leap year/non-leap year conversion, salary reductions) and supports the data needs of other data file requirement such as State Personnel System for benefits enrollment.
- Administer HRSTM programs as needed which could include Alternative Work Arrangements, etc.

| Required Minimum Qualifications: |
- Bachelor's degree preferably in related area.
- Must have excellent written and verbal communication, interpersonal, and customer service skills
- Independent judgement in resolving complex issues
- Knowledge of applicable laws, regulations, policies, and guidelines
- Must be able to work in various work environments, including remote, with the ability to be on campus when needed.
- HRIS experience

| Preferred Qualifications: |
- Master's Degree
- Higher education or public sector experience
- PeopleSoft experience strongly
- Previous implementation experience

| Salary: |
Salary: $120,000 - $134,000 depending on qualifications and experience.
The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.
The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
