The Senior Manager, Business Change and Strategy ((Planning Officer Year 3 (PO3)) plays a pivotal leadership role within the Strategic Delivery and Oversight function of OSL. This role provides high-quality strategic, governance and change leadership across the OSL/PMC entity, while actively contributing to broader agency priorities aligned with the Planning Ministerial Corporation (PMC) and Department of Planning, Housing and Infrastructure (DPHI) strategic goals.

Core Responsibilities and Key priorities
To maintain momentum and ensure continuity, the following projects and deliverables require ongoing strategic oversight and delivery during the period:
- Strategies and Policies: In collaboration with OSL/PMC Leadership Team, support the planning and development of strategies, policies, and initiatives that support effective land use and asset management to align with OSL/PMC’s long-term objectives.
- Governance and Reporting: Develop and implement strategies for the monitoring and evaluation of all strategic policy and operational initiatives, including the design, development and implementation of a suite of functional and operational dashboards.
- Audit Management: Coordinate and support internal and external audits, reports, recommendations and action plans to improve timeliness, efficiency and effectiveness of OSL/PMC compliance.
- Systems and Processes: In collaboration with OSL/PMC Leadership Team, establish and manage systems and processes to ensure consistent high quality and innovative policy development, review and implementation to ensure it is based on sound evidence-based analysis.
- People Plan: Co-design, development and implementation of OSL/PMC People Plan. Design, implement, monitor and report on OSL’s People and Culture Plans.
