NSW Department of Climate Change, Energy, the Environment and Water (DCCEEW) – Energy Consumer and Competition Policy – Senior Policy Officer.

  • Employment Type: 3x temporary roles, until June 2027 with the potential to be made ongoing.
  • Work Location: Parramatta, NSW; however regional locations will also be considered.
  • Classification / Grade / Band: Clerk Grade 9/10
  • Hours: 35 hours per week - Flexible working options available
  • Remuneration: $120,859 - $133,183 base, plus superannuation

About the team

Energy Consumer and Competition Policy provide evidence-based policy advice to promote more sustainable, affordable and equitable energy for NSW households and businesses. By bringing together a passionate, agile, and diverse team of change makers, we play a pivotal role in transitioning NSW to an affordable and sustainable energy future.

About You

We are seeking experienced Senior Policy Officers to develop key policy reforms to drive the Government’s priorities for the energy transition. By joining our team, you will bring your dedication, expertise and passion to develop high priority policy for the Government on complex energy issues.

You are innovative thinker and excellent communicator, experienced in developing robust and nuanced policy in a range of policy areas. You are adept at analysing and synthesising data and competing stakeholder views to provide informed, data-based policy advice to Government. You are agile, able to quickly adapt to changing dynamics in new and emerging areas. You are a strong collaborator who can form productive partnerships with stakeholders to support policy development through effective communication, negotiation and issues management.

Key Knowledge and experience

  • Strong experience in strategic policy analysis and development, including experience gathering evidence and data, analysing complex policy issues and providing informed policy advice.
  • Demonstrated time management and organisational skills, with the ability to prioritise competing demands.
  • Excellent communication and presentation skills (verbal and written).
  • Ability to exercise sound judgement and discretion and ensure effectiveness, accountability and transparency.
  • Proven ability to influence and negotiate with a range of stakeholders.
  • Understanding of government (local and state) or industry processes and how to drive change within these.
  • An understanding of gas and electricity markets, renewable energy industry and/or new technologies is desirable.

Role 1: Senior Policy Officer – Consumer Energy Integration and Innovation

The Integration and Innovation team is a new team looking to better integrate energy saving technologies (Consumer Energy Resources, such as solar, batteries, EV chargers) into the NSW electricity system. Having the right standards and compliance mechanisms in place will enable energy saving technologies to deliver more renewable energy into the NSW electricity mix.

Your work will include:

  • driving a large legislative reform project to review and improve the gas and electrical safety framework in NSW
  • providing policy advice for innovative projects to improve compliance with standards for energy technology installers
  • developing and maintaining relationships with key stakeholders to gain support for reform projects

Role 2: Senior Policy Officer – National Energy Policy

The National Energy Policy team has an exciting opportunity for a Senior Policy Officer to come onboard to provide strategic policy analysis, advice and project coordination to support the consideration and delivery of key energy consumer priorities.

This role is responsible for developing policy to address issues within the energy consumer protections framework, particularly with regard to energy pricing and consumer vulnerability, and with respect to the regulatory framework for the retail energy market and distribution system.

This role supports the Minister for Energy with responsibilities in relation to matters of national and NSW energy consumer reform. The focus of this role will be supporting the delivery of reforms identified within the NSW Consumer Energy Strategy.

Key responsibilities include:

  • dealing with complex policy issues that have significant energy consumer impact
  • developing effective working relationships with internal and external stakeholders
  • designing creative solutions to achieve effective policy outcomes

Role 3: Senior Policy Officer – NSW gas decarbonisation roadmap

The Gas Decarbonisation Policy and Strategic Engagement Team is looking for an enthusiastic and motivated Senior Policy Officer to contribute towards significant policy reform that will transform the future of the NSW gas sector and its end users.

Gas is used by more than 1.5 million NSW households and businesses. The NSW Government has committed to delivering a gas decarbonisation roadmap, to provide clarity to households and industry on gas decarbonisation, including support for electrification and energy bill reduction.

The Senior Policy Officer will lead the development of new policies, liaise extensively with internal and external stakeholders and work collaboratively with the direct team to achieve best practice policy outcomes for NSW energy consumers.  

Experience working with gas policy, regulatory frameworks or industry beneficial but not a requirement.
