About National Parks & Wildlife Service (NPWS):
NPWS is one of the world’s oldest and most respected national parks agencies, comprising over 2,200 FTE. We manage more than 890 national parks and reserves, covering over 7.6 million hectares or 9.5% of NSW’s landmass. Our work spans conservation, biodiversity protection, Aboriginal cultural heritage, fire management and emergency response, and nature based tourism, with over 50 million visits annually.
About the Role:
Reporting to the Deputy Secretary, NSW National Parks and Wildlife Service and part of the NPWS executive leadership team, we are seeking a strategic and results-driven Executive Director to lead the NPWS business enabling functions through strong financial stewardship, customer-focused innovation, and sustainable asset and infrastructure management.
This role will lead the integration of a high-performing business services function that meets the unique needs of NPWS, including navigating the complex impacts of bushfire recovery on assets, sites, systems, and staff. You'll drive strategic workforce and resourcing plans to build long-term capability and ensure performance aligns with organisational goals. Success will also require strong negotiation and stakeholder management skills to build consensus and achieve shared outcomes across diverse and sometimes competing interests.
In this senior leadership role, you will be responsible for delivering business-enabling functions that position NPWS as a global leader in nature based tourism, environmental management and public sector asset and financial management. You will also:
- Drive continuous improvement across financial, digital, people, and business systems.
- Lead a sustainable visitor and revenue program that enhances public access while achieving economic and environmental goals.
- Oversee a multi-billion-dollar portfolio of public assets, including major infrastructure and capital works.
- Provide strategic, whole-of-agency policy advice and negotiating with key stakeholders on complex and contentious issues.
This is a rare opportunity to make a lasting impact on the management of NSW’s National Parks through innovation, collaboration, and operational excellence.
About You:
You are a senior executive who has a demonstrable history of success leading strategic financial and operational management as well as overseeing the annual activity-based budget and implementing a statewide service delivery framework. Your experience will include providing high-level financial and strategic advice, forecasting and labour analysis, to inform executive decision-making for the whole organisation.
You will have had responsibility for overseeing Total Asset and Infrastructure Management Plans for an agency with a multi-billion dollar asset base, ensuring safe, efficient delivery of capital programs and infrastructure projects. You would have led the delivery of integrated business-enabling services including digital platforms, customer systems, and IT infrastructure to support operational and visitor needs across the entire state.
You have successfully developed and negotiated budget proposals and funding bids with senior stakeholders across government, achieving strong budget and workforce outcomes for programs. As a part of your remit you have managed Cabinet coordination, agency-wide compliance, and policy development relating to an agency as well as championed robust governance, procurement, audit, risk, and safety frameworks across a large and diverse operational workforce.
You would have established consistent budgeting, evaluation, and workforce planning frameworks, ensuring performance aligned with service commitments and enabling transparent reporting across key operational metrics.
Essential Requirements:
Tertiary qualifications in business management or an equivalent professional discipline with extensive demonstrated experience at senior executive level establishing and maintaining a business enabling function.
