It provides a significant safety and technical regulation role and key subject matter expertise across multiple gas related programs and policy areas of DCCEEW and ensures that safety and technical risks are appropriately managed.

The P&GN team has several core functions including:

  • Safety & Technical Regulation of Gas Networks
  • Safety & Technical Regulation of Pipelines
  • Administering the licensing function under the Pipelines Act
  • Administering the Authority to Survey (ATS) function under the Pipelines Act
  • Administering existing Licensed Pipeline licences under the Pipelines Act
  • Administer the Pipeline Search function under the Pipelines Act

The team works directly with energy network operators, corrosion protection system operators, Standards Australia, Future Fuels CRC, the Australian Pipelines and Gas Association and other NSW and jurisdictional regulators. Its focus is to influence energy infrastructure operators to manage their assets in a manner prioritising public safety, reliability of supply and energy security.

About the Role

The Pipelines and Gas Networks team is currently seeking to appoint a Principal Inspector to join their team to play a key role in supporting the safety, technical regulation and licensing functions for pipelines and gas networks in NSW. This is a dynamic role where you will be part of supporting and providing input into the strategic planning process and building regulatory frameworks that will drive operational excellence.

As an experienced and key technical expert, you will work and collaborate with a team of specialists to ensure the safety, integrity and reliability of critical infrastructure meets NSW Government's responsibilities under the Pipelines Act 1967 and Gas Supply Act 1996. You will take on a leadership role in both carrying out and supporting Inspectors to perform day-to-day licensing, compliance, and enforcement activities, as well as providing guidance, advice and recommendations to the Senior Manager and wider DCCEEW Executive team. Engagement with industry will ensure that the necessary safety, technical and risk input is provided as part of policy development discussions in order that industry needs are considered in future fuels (hydrogen and biomethane), energy security and broader energy strategies.

Your role will involve engaging and building strong and productive relationships with gas network and pipeline owners and operators to promote regulatory compliance. This will involve providing subject matter expertise in taking a lead on developing response plans and working with operators to mitigate risks posed to the public. Your role will also work closely with other industry subject matter committees to provide input into the development of Australian Standards, direct technical research programs and the development of industry guidelines.

About You

You are an experienced and competent technical professional with strong expertise and leadership qualities in the safety, risk and/or technical management areas. You have tertiary qualifications across any of the following disciplines: Mechanical, Chemical, Mechatronic, Electrical, Process Engineering or have a technical background with commensurate experience in the utilities industry. Ideally you will have a background from the Energy sector – within the pipeline or gas industries.

You are pro-active and self-motivated and are an effective and confident communicator with the ability of engaging with a range of internal and external stakeholders at various levels.

This is an excellent opportunity to join a small, dedicated and highly technical team together with significant opportunity to be a key contributor to ensure the gas energy infrastructure in NSW is fit to survive the energy transition.

If you are someone who enjoys working in an agile, fast-paced environment that can work on big picture issues without losing focus on the detail, this role is for you. The team is friendly and energetic, highly engaged, resilient and passionate about promoting a culture of best practice and transparency both internally and in the industries they regulate.

Key Knowledge and Experience

Demonstrated experience in one or more of the following areas:

  • Strong knowledge of gas network and pipeline construction, operation, maintenance and safety including emergency management, gas measurement, damage mechanisms, external interference management and corrosion protection.
  • Knowledge of and experience in relevant Standards especially AS 2885, AS 4645, AS 4564, AS 2832.1, industry codes, legislative and regulatory frameworks.
  • Experience within the gas or liquids industries with a specific focus and in-depth knowledge and understanding of design principles and the construction, operation and maintenance of pipelines and gas networks (and their associated systems), including safety and risk management practices relating to such assets.
  • Knowledge of international codes such as API 5L, ASME B31.8, B31.4 and B31.12.
