About the Program and Role
The NSW Government has established the Pre-Sale Finance Guarantee (PFG) Program – a bold, market-enabling initiative designed to accelerate the delivery of new homes by pre-committing to the purchase of dwellings off-the-plan to satisfy lender pre-sale requirements. Through this program, the government is partnering with the residential development and finance sectors to unlock stalled projects, catalyse construction activity, and help address the state’s housing supply challenge.
As the Chief Executive, Pre-Sale Finance Guarantee Program, you will lead a small team to establish, administer, and optimise the performance of the program. This is a pivotal role which calls for exceptional commercial acumen, financial and risk management expertise, calling on an understanding of the property development lifecycle to ensure the program achieves its objectives within sound governance and financial frameworks.
In this role, you will also provide expert advice to Ministers, senior executives, and the PFG Advisory Committee; oversee program portfolio management and performance; and build enduring partnerships across government, the residential development sector, and the finance industry to deliver on the program’s objectives.

About You
To be successful in this role, you will be a strategic and commercially astute executive with a proven record of leading complex, high-value programs or investment portfolios in the property, finance or infrastructure industry. You will bring a deep understanding of development economics and risk management, along with the credibility to engage senior stakeholders across the public and private sector.
Your exceptional stakeholder engagement skills will be crucial to your success in this role, including your ability to provide influential advice at Ministerial and Board levels which are grounded in data, evidence and market insights. You will also be a strong people leader, have strong financial acumen with expertise in structuring and managing large-scale property or investment transactions.
If you are a proven executive with the commercial acumen to drive large-scale program performance; the expertise to manage financial exposure and market risk; and the strategic vision to shape housing policy and investment outcomes, we want to hear from you!
