The role

The Senior Technical Business Analyst provides high-level business analysis and technical expertise to support the design, implementation and improvement of PEGA and other enterprise systems used within Value NSW’s valuation programs. The role works across multidisciplinary teams to analyse business processes, identify improvement opportunities, and ensure that digital solutions meet both operational and strategic needs.

You will act as the link between business stakeholders and technical delivery teams, gathering and interpreting complex requirements, mapping processes, and supporting testing and quality assurance. You’ll play a key role in translating technical functionality into clear business outcomes and ensuring that new systems enhance efficiency, compliance and user experience.

What you will bring to the role

  • Strong experience leading business analysis activities for digital or PEGA-based systems within complex or government environments.
  • Proven ability to translate technical requirements into business language and provide strategic advice to senior stakeholders.
  • Demonstrated capability in process mapping, requirements documentation, user story development, and supporting agile delivery teams.
  • Experience contributing to system testing, validation and implementation planning to ensure seamless adoption and business readiness.
  • High-level communication and influencing skills with the ability to explain complex information clearly and build effective partnerships across teams.

 

What is an essential requirement:

  • Relevant tertiary qualifications in Information Technology, Business Analysis or a related field, or equivalent experience.
  • Demonstrated experience working with PEGA or equivalent digital platforms in an enterprise environment.
  • Advanced ability to analyse, document and optimise business processes and systems to deliver improved service outcomes.

About Us  

The Valuer General is an independent statutory officer, appointed by the Governor of New South Wales to oversee the State's land valuation system.  

 

Value NSW (VNSW), part of the Department of Planning, Housing and Infrastructure, delivers the valuation system for rating and taxing as well as compulsory acquisition compensation purposes via delegation of the Valuer General of NSW. This includes but is not limited to:

  • Making more than 2.7 million residential, rural, commercial and industrial valuations annually, with a total value of approximately $3 trillion as well as managing compulsory acquisition determinations in situations where government cannot reach agreement, totalling over $1 billion per annum
  • Delivering customer services and experience for 2.7 million landholders per annum – receiving up to 50,000 calls and many more enquiries
  • Monitoring, assurance and governance pertaining to the quality of the valuations undertaken relevant to both the Valuation of Land Act 1916 and the Land Acquisition (Just Terms Compensation) Act 1991.

In addition, VNSW provides other specialised valuation activities, services and determinations for other cluster or statewide government partners – including being responsible for the delivery of all valuations for government property transactions as defined by the Government Property Framework and Treasurer’s Directions as well as more than $84 billion in government asset valuations for financial accounting purposes.
