Working in the Office of the Secretary (OSEC) means operating at the centre of the Department’s most urgent and high‑impact priorities, where the pace is rapid and the work directly shapes outcomes for communities across NSW. OSEC supports Kiersten Fishburn, Secretary of the Department of Planning, Housing and Infrastructure, to lead the state’s efforts to create vibrant and productive precincts, manage public lands and assets, and deliver more diverse and affordable housing. OSEC’s environment reflects the significance of this agenda – dynamic, demanding and meaningful.

The role

As a Policy and Program Officer, your focus will be on keeping the department’s strategic work moving by helping shape policy, supporting projects, and ensuring governance processes stay on track. You’ll also play a key role in strategic advisory – distilling complex information, identifying emerging issues, and providing clear, actionable advice to support executive decision-making. Part of this role involves coordinating the Executive Leadership Committee by managing agendas, minutes, briefings, and the flow of information so leaders have what they need to make informed, timely decisions. You will be someone who understands policy issues, can analyse risks and opportunities, and works confidently with stakeholders across the department to develop practical, evidence‑based solutions.

This role will challenge you to be adaptable in a fast‑changing environment, quickly making sense of new information and balancing competing priorities. You’ll build strong relationships to support whole‑of‑department solutions, anticipate stakeholder needs, and identify risks early so strategic initiatives continue to progress smoothly. You will also contribute directly to key departmental programs, including supporting the delivery of DPHI Leaders for Senior Executive and coordinating elements of the department‑wide Innovation Program. This role underpins the team’s broader work, combining secretariat responsibilities with hands‑on policy, program and project support to help deliver the department’s priorities.
