The role

The Manager Organisational Development leads a small specialist team to drive initiatives that lift employee engagement and strengthen organisational effectiveness across the Department. It enhances a inclusive employee experience through co-creating our culture, behavioural change programs, talent development and succession planning. By designing and delivering high‑quality programs and solutions, the role enables the development of meaningful employee insights and strategic workforce planning.

 

A major part of the role involves guiding workforce transformation through agile like change management, relevant solutions design and mentoring, and influencing decision‑makers to embed sustainable organisational development practices. It brings a holistic approach to program design, facilitation and cross‑agency collaboration, ensuring, performance systems and employee‑experience initiatives are aligned across the full employee journey. By working closely with People & Culture and business leaders, the role ensures these strategies translate into practical, lasting behavioural change and a more empowered, future‑ready workforce.

What you will bring to the role

  • A strong track record in organisational development, culture transformation and employee‑experience improvement, with the ability to design and deliver initiatives that drive meaningful change across the employee lifecycle.
  • Demonstrated leadership capability, including coaching and mentoring others, building team capability, and fostering a high‑performance culture grounded in collaboration and accountability.
  • Deep expertise in talent development, including succession planning, leadership frameworks, high‑potential programs, 360‑degree feedback and performance‑development approaches that build a future‑ready workforce.
  • Advanced analytical and problem‑solving skills, with the ability to use workforce insights and technology platforms to inform decisions, shape strategic workforce planning and deliver continuous improvement.
  • Excellent communication and facilitation strengths, enabling you to influence senior stakeholders, guide behavioural change and deliver impactful workshops, programs and organisational‑wide initiatives.

 

Key knowledge and experience

  • Experience leading employee experience, culture and performance initiatives, ideally within government.
  • Strong capability using employee feedback and engagement platforms, such as Qualtrics.
  • Proven ability to manage teams and budgets effectively.
  • Excellent communication skills with the ability to build strong relationships and influence stakeholders.

 

What is an essential requirement:

  • Tertiary qualifications in in Human Resources, Organisational Psychology, Business Administration, or a related field and/or equivalent significant experience.
