  • Lead strategic capability and operational initiatives that directly strengthen biodiversity and heritage protection across NSW
  • Permanent, full-time (35 hours per week) opportunity
  • Parramatta, Newcastle, Coffs Harbour, Albury or a DCCEEW office location across NSW by negotiation, hybrid working supported
  • Salary relative to experience, and ranges from $152,677 to $167,562 + super

 

This is an exciting career opportunity to help shape the Biodiversity and Heritage Regulator (BHR)- a new division within the Conservation Programs, Heritage and Regulation Group.

 

BHR is seeking to appoint a Senior Team Leader, Capability, Initiatives & Operations to lead a specialist team that focuses on building workforce capability, driving continuous improvement initiatives and ensuring consistent, effective regulatory operations across the organisation.

 

You will lead a specialist team to deliver workforce capability programs, regulatory initiatives and operational improvements that support consistent, high‑quality regulatory practice. The role involves overseeing training and guidance, monitoring performance, identifying improvement opportunities, and providing clear advice to senior management, while fostering a positive and high‑performing team culture.  

 

About You

 

You are a strategic and people‑focused leader who is motivated by improving systems, building capability and supporting consistent regulatory outcomes. You bring a practical, solutions‑focused approach to your work and are comfortable operating in complex environments where priorities can shift and judgement is required. You value collaboration, integrity and accountability, and lead with a focus on building trusted relationships and high‑performing teams.

 

You are a collaborative and credible communicator who builds strong relationships, supports staff development and drives continuous improvement. You think strategically, manage competing priorities effectively and contribute sound, evidence‑based advice to strengthen regulatory outcomes.

 

Key knowledge and experience 

 

  • Knowledge of regulatory practice, governance frameworks and capability development approaches in a regulatory environment.
  • Demonstrated experience in planning, delivering and evaluating workforce capability programs, operational support or improvement initiatives.
  • Proven ability to lead and manage multidisciplinary project teams to deliver outcomes on time, on budget and to required quality standards.
  • Strong analytical and problem-solving skills with the ability to identify risks, assess options and implement practical solutions.
  • Well-developed communication and collaboration skills, with experience engaging across corporate, operational and technical functions.
  • Experience contributing to reform, change management or organisational improvement programs in a regulatory, compliance or government setting.

 

Essential requirements

 

  • Tertiary qualifications in relevant field.
  • Current NSW driver's licence and ability and willingness to travel throughout the state when required. 
  • A satisfactory Criminal History Check is a requirement of this role.
