NSW is undergoing the biggest energy shift in a century. Working with communities, industry, and First Nations peoples, we're modernising our electricity network, building the infrastructure we need to keep the lights on and put downward pressure on wholesale electricity prices for years to come.
Our shift to renewable-generated power is harnessing the state’s abundant solar and wind resources to deliver affordable, clean and reliable energy for everyone. We're getting the job done. NSW now has enough projects signed up to achieve more than 78% of the minimum 12 gigawatts of renewable energy generation required by 2030 and has contracted enough projects to meet the 2030 and 2034 minimum objectives for long-duration storage.
NSW’s Electricity Infrastructure Roadmap is accelerating investment in renewable energy. Long-term Energy Service Agreements are giving industry and investors the certainty they need to invest in the essential infrastructure required to meet our energy needs now and into the future.
As Manager Wholesale Market Reform, you will lead the development, implementation and evaluation of a portfolio of energy market reforms, including implementation of the findings of the Nelson Panel’s National Electricity Market Review, along with policy initiatives that support organisational priorities and Government commitments.
You will be comfortable leading a high-performing team across complex policy matters, engaging with state and national stakeholders, industry representatives, market bodies, consumer groups and government agencies to develop practical and evidence-based policy solutions. This role offers a unique opportunity to influence the future design of Australia's energy markets and contribute to the transition to a more sustainable energy system.
In this influential leadership role, you will provide strategic, savvy policy advice to senior executives and government stakeholders, lead complex policy initiatives and reforms, and manage a high-performing team responsible for delivering critical energy policy outcomes.

About You
We are looking for a highly capable leader with demonstrated experience preparing high-quality executive and Ministerial briefings, submissions and strategic policy advice on complex and sensitive issues.
You will bring exceptional stakeholder engagement, consultation and negotiation skills, with a proven ability to build consensus and influence outcomes across multiple organisations, jurisdictions and government agencies.
A strong people leader, you will have a track record of building, managing and developing high-performing teams that deliver strategic outcomes in a fast-paced and evolving environment.
Your excellent written and verbal communication skills will enable you to translate complex technical, regulatory and policy matters into clear, compelling advice for a wide range of audiences, including senior executives, government decision-makers and external stakeholders.
To be successful in this role, you will bring:
- Demonstrated experience leading complex policy development, reform programs or regulatory initiatives.
- Strong understanding of energy markets, economic regulation, public policy or a related field.
- Exceptional analytical and critical thinking skills, with the ability to develop evidence-based policy recommendations in complex and evolving environments.
Essential Requirements
- Knowledge of the workings of government and regulatory frameworks.
- Experience in leading policy research, development, and regulatory change
