Compliance and Animal Management Officer

Temporary - Full Time – 12 Month Contract – Proposed starting date 2 November 2026

Band 5 - $80,410.19 per annum + super + RDO (RDO applicable for full time 38 hours per week only)

NOTE: The core days for this position are Monday – Friday. The incumbent will be rostered on a 6 week cycle involving weekend work in which the following days will be worked.

The position sits within the Compliance and Parking Branch which provides a high level of customer service within the municipality, balancing the community needs and safety as a priority. You will work as part of a small team to provide high-level customer service in the delivery of Animal Management and Local Laws services to the community.  These services are provided both through the education of the community on responsible pet ownership and through administration of Council’s functions under the provisions of the Domestic Animals Act 1994 and delivery of the Council’s Domestic Animal Management Plan to provide services that protect and enhance the safety, health and amenity of the municipality and its residents and visitors. You will be required to:

About the role:

  • Investigating complaints and service requests relating to Local Laws.
  • Undertaking proactive patrols, inspections and compliance audits across the municipality.
  • Educating the community and taking appropriate enforcement action to achieve compliance.
  • Issuing infringement notices and other enforcement notices where required.
  • Preparing reports, briefs of evidence and other documentation for enforcement and court proceedings.
  • Responding to customer enquiries and providing a high level of professional customer service.
  • Working collaboratively with internal and external stakeholders to resolve compliance matters.

To be successful in this role:

  • A Certificate IV in Statutory Compliance, Diploma of Justice or a similar qualification will be highly regarded.
  • Demonstrated experience in regulatory compliance, enforcement, or a willingness to develop skills in these areas.
  • Strong customer service focus, with well-developed verbal and written communication skills.
  • Demonstrated ability to work independently while contributing effectively to a team environment.
  • Ability to manage competing priorities, work to deadlines and respond effectively to changing circumstances.
  • Well-developed conflict resolution, negotiation, investigation and problem-solving skills.
  • Ability to confidently educate the community and undertake enforcement action in accordance with Council policies, procedures and relevant legislation.

Mandatory pre-employment requirements:

  • Willingness to undergo and satisfactorily complete a criminal history check.
  • Willingness to obtain and maintain an employment-based Working with Children Check.
  • A current and valid Victorian driver licence.
  • Willingness to undertake a pre-employment medical assessment, where applicable to the role.

You will also be required to build and maintain a professional working relationship with all stakeholders and exhibit, respect, teamwork and innovation to improve productivity and efficiency whilst maintaining agreed standards in carrying out duties.
