Your new role:
Anglicare Victoria is launching a new statewide Alcohol and Other Drugs (AOD) service across Victoria’s therapeutic court programs, supporting people involved in the Court Integrated Services Program (CISP), Assessment and Referral Court (ARC) and Drug Court pathways.
We are seeking an experienced Program Manager to lead the implementation, development and delivery of this innovative service model.
This is an opportunity to shape a new program from the ground up working at the intersection of AOD treatment, therapeutic justice and community services. You will lead a skilled multidisciplinary team of AOD professionals delivering evidence-informed interventions that support participants to address substance use, improve wellbeing and reduce the factors contributing to ongoing contact with the justice system.
This role is ideal for an experienced AOD leader who wants to move beyond managing existing services and play a key role in building a new model of care that will influence outcomes for people across Victoria.

Lead a new statewide service model
- Establish effective operational systems, processes and practices to support consistent service delivery.
- Translate program objectives into meaningful outcomes for participants, courts and stakeholders.
- Support continuous improvement and innovation across the service.
Provide clinical and operational leadership
- Support Team Leaders and AOD clinicians to deliver high-quality, evidence-informed practice.
- Promote trauma-informed, recovery-oriented and harm minimisation approaches.
- Ensure practice reflects the balance between accountability, participant responsibility and person-centred care.
Build strong partnerships
- Develop effective relationships with courts, justice stakeholders, AOD providers and community services.
- Represent Anglicare Victoria within relevant networks and forums.
- Support collaborative approaches that improve outcomes for participants.
Create a strong team culture
- Build an environment where clinicians feel supported, trusted and empowered.
- Encourage reflective practice, learning and professional growth.
- Champion a culture of curiosity, innovation and continuous improvement.
About You
You are an experienced AOD leader who understands that meaningful change happens when clinical expertise is combined with strong partnerships and innovative thinking.
You will bring:
- Demonstrated experience leading AOD, alcohol and other drug, mental health or related community services.
- Previous experience in program establishment, development and implementation.
- Experience managing teams delivering complex, client-centred services.
- Strong understanding of AOD treatment approaches including assessment, counselling, psychoeducation and treatment planning.
- Knowledge of trauma-informed practice, dual diagnosis and recovery-oriented approaches.
- Experience working collaboratively with government agencies, courts, health services or community organisations.
- The ability to lead through change, establish new programs and create effective service models.
- Strong communication skills and the confidence to influence across multiple systems.
You do not need previous court experience. We are looking for someone who understands therapeutic practice, embraces complexity and is motivated by the opportunity to build something meaningful.
Qualifications
Essential:
- Relevant tertiary qualification in Social Work, Psychology, Counselling, AOD, Community Services or related discipline.
- Demonstrated experience in alcohol and other drug practice and/or dual diagnosis environments.
- Relevant leadership or management experience.
Desirable:
- Cert IV AOD or higher AOD qualification.
- Experience working within justice, forensic, health or community service settings.
