www.it.udel.edu) provides the IT infrastructure, central IT systems and applications, and IT services for University of Delaware teaching, learning, research, administrative, and outreach activities.
The Enterprise Solutions & Governance team delivers enterprise system services that support the University’s administrative functions, student and faculty success, and campus services. This includes full lifecycle ownership of ERP platforms, integrated applications, and shared enablement capabilities, from strategy and solution design through implementation, operations, and continuous improvement. In addition, the team provides enterprise-wide governance, strategic planning, and project management services that support all IT units by establishing clear prioritization, alignment to institutional goals, and disciplined, transparent delivery of technology initiatives.
Under the supervision of AVP, Enterprise Solutions & Governance, the PMO Manager provides strategic leadership for the Project Management Office (PMO) within UDIT. This position is responsible for establishing and governing the project management framework that enables consistent, transparent, and effective delivery of technology projects across the institution. Working closely with the AVP for Enterprise Solutions and Governance, service owners, and functional leaders, the PMO Manager ensures that technology initiatives are aligned with institutional priorities, mission, and long-term strategic objectives. The role leads project portfolio oversight, facilitates project intake and prioritization, and provides executive-level visibility into project progress, resource needs, risks, and outcomes.
Major Responsibilities:
Strategic PMO Leadership and Framework Development
- Lead and oversee the UDIT Project Management Office (PMO), including supervision of IT Project Manager staff.
- Define and continuously enhance the organization’s project management framework, including standards, processes, tools, and governance practices.
- Promote a culture of accountability, transparency, and effective project delivery across UDIT and partner teams.
- Serve as a strategic advisor to leadership on project planning, prioritization, and execution.
Enterprise Project & Portfolio Management
- Lead the development and oversight of the UDIT project portfolio to ensure initiatives are aligned with institutional mission, vision, and strategic priorities.
- Facilitate project intake, evaluation, and prioritization processes in collaboration with service owners and leadership.
- Provide strategic oversight of project pipelines, dependencies, and risks to ensure coordinated delivery across initiatives.
- Develop and manage comprehensive project plans, timelines, budgets, and risk registers to ensure on-time, on-budget delivery.
- Monitor scope, dependencies, and resource allocation across workstreams to maintain alignment and accountability.
- Oversee quality assurance processes, including design validation, configuration reviews, testing, and data integrity checks
Strategic Planning and Resource Alignment
- Work with functional leaders and service owners across the campus to translate strategic goals into well-defined project initiatives.
- Support leadership in prioritizing investments, allocating resources, and balancing competing initiatives across the portfolio.
- Ensure projects are planned with clear scope, timelines, milestones, and resource considerations.
Executive Reporting and Decision Support
- Develop portfolio-level reporting and dashboards that provide leadership with clear insights into project status, risks, priorities, and performance.
- Tailor communication and reporting for different audiences, including executive leadership, governance groups, and operational teams.
- Provide data-driven insights to support strategic decision-making and resource planning.
Change Management & User Adoption
- Lead organizational change management, training, and communication strategies to support user transition and adoption.
- Develop and deliver end-user training materials, documentation, and support resources.
- Drive continuous improvement and post-implementation optimization based on user feedback and evolving business needs
Stakeholder Engagement and Governance
- Facilitate project governance meetings, steering committee sessions, and project reviews.
- Act as a key liaison between project teams, service owners, and leadership.
- Promote transparency, collaboration, and accountability across project teams.
Qualifications:
- Bachelor’s degree in Information Technology, Business Administration, Project Management, or a related field and five years of experience or an equivalent combination of education and experience. Master’s degree or relevant professional certifications (PMP or equivalent) preferred.
- Experience leading complex projects or portfolios, preferably within technology or enterprise systems environments.
- Strong project leadership skills with the ability to coordinate across diverse functions and manage multiple priorities.
- Ability to align projects with strategic goals and organizational priorities.
- Excellent facilitation, stakeholder engagement, and communication skills.
- Strong organizational and analytical abilities to manage multiple initiatives simultaneously.
- Demonstrated ability to partner effectively with third-party vendors and consultants.
- Demonstrated experience establishing or managing a Project Management Office (PMO) or enterprise project governance structure.
- Experience working with executive leadership to align projects with strategic priorities.
