LRC-S Director of Professional Development and Education Services
 
Job Description: Grant-funded full-time temporary
 
Serving the counties of Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, and Salem, the Learning Resource Center-South (LRC-S) at Rowan University promotes inclusive education practices through the integration of professional learning opportunities, family and community events, resources, and services.
 
The LRC-S Director of Professional Development and Education Services is a full-time, grant-funded leadership position. This role is focused on overseeing the development, implementation, and management of professional development programs and educational services offered through the LRC-South grant program. The Director will work closely with the New Jersey Department of Education (NJDOE), the LRC Network, and internal faculty and staff to ensure the successful execution of the LRC Network’s mission and vision. The position reports directly to Rowan faculty grant principal investigators to ensure program integrity and compliance with project goals, objectives, and activities.
 
Key Responsibilities:
  • Leadership & Partnership
    • Work in consultation with Rowan grant PIs, New Jersey Department of Education specialists, Learning Resource Center Network directors, and educational stakeholders to develop policies and best practices in special education for educators and families of students with disabilities.
    • Address identified needs surrounding effective inclusion practices by working directly with district administrators, community partners, and families.
    • Collaborate with school/district leadership to ensure efforts and programming align with organizational goals focused on inclusive practices.
    • Work with special education advocacy groups to enhance the accessibility of services for parents and families supporting students with disabilities.
    • Partner with Rowan University leadership to develop resources and supports that align with inclusive education policy and practices.
    • Meet regularly with LRC-S staff to review work plans, goals, projects, and center operations.
    • Consult with human resources and other Rowan departments as needed to address staffing and personnel matters.
    • Participates in LRC-S Steering Committee through monthly meetings and work efforts in alignment with project goals and activity plan.
  • Project Goals, Policies, and Activity Plan
    • Develop and review the LRC-South grant Memorandum of Understanding (MOU) and LRC-South Activity Plan to ensure alignment and compliance with NJDOE Office of Special Education initiatives, goals, and policies.
    • Create and establish policies aligned with the LRC Network and NJDOE initiatives.
    • Collaborate with the NJDOE OSE Program Officer in response to new OSE and state initiatives and policies, ensuring information is disseminated to LRC-S leadership and staff.
    • Develop and revise LRC-South policies as needed.
    • Oversee fiscal budgeting and expenditures to ensure alignment with the LRC-S Activity Plan.
    • Oversee LRC-S staff schedules and work productivity.
    • Oversee LRC-S activities, proposals, and activity timelines.
    • Work with LRC-S staff to ensure accurate data collection, update policies and procedures, and review event timelines and logistics.
    • Collaborate with leadership and staff to prepare clear, technically sound, and accurate program and fiscal reports.
    • Actively participate in partnership meetings and college and community events related to assigned responsibilities.
  •  Professional Development & Educational Services
    • Provides guidance and support for facilitators, faculty, and LRC-S staff in developing and delivering professional learning activities and resources.
    • Develop specialized programming to support the academic, social-emotional, and behavioral needs of students with identified disabilities, ages 3-21.
    • Offer administrative and leadership support in the development of resources based on district data and state and federal regulations.
    • Research, develop, and disseminate relevant materials and information for educators, families, and advocacy groups on special education topics and inclusive practices in alignment with NJDOE code and regulations.
    • Oversee and collaborate with team members to develop annual conferences and events (i.e. the Inclusion Institute) in alignment with the grant goals and activity plan.
Qualifications:
  • Education:
    • Minimum Master’s degree in Education with current New Jersey certification in Special Education and at least one general education discipline (e.g., elementary education, P-12 content areas).
  • Experience:
    • Minimum of 5 years of teaching experience working directly with students with identified disabilities.
    • Minimum of 3 years of professional experience in an institution of higher education working with faculty and/or students.
    • Minimum of 3 years of professional experience developing and delivering education presentations to preservice teachers, educators, administrators, or other educational stakeholders.
  • Required:
    • Leadership abilities to oversee and collaborate on projects, and provide guidance and support to all stakeholders.
    • Ability to lead and work within team settings to establish processes, create protocols, develop goals, and initiate programming to support students with disabilities.
    • In-depth knowledge of special education laws, regulations, and current educational best practices and policies.
    • Proficiency in understanding, analyzing, interpreting, and applying laws, regulations, policies, and guidelines.
    • Strong knowledge of relevant theory, principles, and techniques essential to supporting students with disabilities.
    • Experience in program development and evaluation within special education.
    • Ability to understand and apply New Jersey Department of Education/Office of Special Education and Rowan University policies and procedures.
    • Strong organizational skills, problem-solving abilities, and effective work methods.
    • Strong data analysis skills with the ability to interpret needs assessment data and make data-driven decisions.
    • Ability to prepare clear, accurate, and informative reports with findings, conclusions, and recommendations.
    • Proficiency in maintaining essential, confidential records and files.
    • Excellent communication and interpersonal skills for effective collaboration with diverse stakeholders and managing teams.
    • Ability to establish liaisons and coordinate responsibilities with other staff or organizations.
    • Competence in representing the college at conferences, meetings, seminars, and public events.
