Director, Capital Projects

The Division of Facilities, Planning and Operations at Rowan University is a growing enterprise. The Division’s mission is to create and sustain a vibrant, safe, supportive environment at Rowan’s campuses. The Division is dedicated to providing leadership in facilities, campus planning, development and maintenance. Organizationally, the Division is led by the Vice President for Real Estate Development and Capital Projects/Executive Director SJTP who is a member of the President’s executive cabinet.

The Department of Capital Projects is a part of the Division of Facilities, Planning and Operations.  Through collaboration and partnership with the rest of the Division of Facilities, Planning and Operations and campus community, this Department leads the overall management of Capital Projects for the University including but not limited to the Glassboro Campus, the Rowan-Virtua School of Osteopathic Medicine (Rowan-VirtuaSOM), the Cooper Medical School of Rowan University (CMSRU), the Joint Health Science Building, and Camden Academic Bank Building in Camden, the West Campus including the South Jersey Tech Park (SJTP), School of Veterinary Medicine, and the Nursing School.

Under the supervision of the Vice President for Real Estate Development and Capital Projects/Executive Director SJTP, and while working closely with the project managers, support staff within the department including Operations & Facilities, the Director of Capital Projects will be responsible for leading and managing the day-to-day operations for the Capital Projects department within the Division of Facilities, Planning and Operations. This individual will be responsible for directing, managing, and motivating the Capital Project professionals in the department to successfully achieve the department’s strategic goals and objectives. They will serve as a liaison with the university community and external constituents.

Essential Duties and Responsibilities:

  • Oversight of the design, development, and implementation of the West Campus Master Plan.
  • Responsible for leading and directing the Capital Project department including management, coaching and mentoring of the Project Manager, Capital Projects.
  • Conducts performance management and staff development.
  • Envisions and develops the Capital stack for proposed projects including the development of financial proformas.
  • Works with the end users of planned projects to develop building programs.
  • Oversight of the overall budget and cost accounting for all assigned projects, in collaboration with the Planning team.
  • Provide regular updates to the Vice President for Real Estate Development and Capital Projects/Executive Director on project status, emerging risks, and opportunities.
  • Leads, directs, and manages various construction projects.
  • Ensures project scope, contractual obligations, and requirements are met.
  • Participates in the Annual Capital Budget process for the department and the university.
  • Leads, manages, and implements department initiatives.
  • Periodically presents to the campus community, and other constituent groups on upcoming projects and current projects.

Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Requirements:

Education: 

  • Bachelor's degree in Engineering or other related field required; advanced degree preferred.

Experience:

  • Preferred ten (10) years of experience in real estate development including demonstrated team management and assignments with documented budget responsibility.
  • Detail-oriented, excellent time management skills and ability to deliver work on assigned schedules.
  • Demonstrated ability to lead large, complex projects or programs.
  • Demonstrated ability to organize work and to manage multiple projects simultaneously.
  • Ability to productively assemble, engage, and lead cross-functional teams.
  • Demonstrated project management ability to employ integration, scope time management, cost, quality, human resources, communications, risk, and procurement components.
  • Demonstrated resilience, diplomacy, influence, relationship building, and problem-solving skills in a variety of situations.
  • Ability to lead, collaborate, and otherwise interact effectively with a range of subject-matter experts, including architects, engineers, specialty consultants, contractors, financial specialists, legal counsel, and developers.
  • Working knowledge of the principles of architectural design, mechanical, electrical, and plumbing systems, general knowledge of construction industry practices and procedures, be able to interpret construction documents, and land use ordinances.
  • Strong computer skills, including the ability to learn new software as necessary. Ability to fully utilize email, electronic calendars, Microsoft Word, Excel, and PowerPoint. Knowledge of AutoCAD, project management software, Adobe programs, Bluebeam and/or other graphic software a plus.
  •  Strong financial and contract management skills. Ability to negotiate.
  • Strong working knowledge of building systems and construction techniques, and sustainable design.
  • Must demonstrate integrity and sound judgment, leadership and communication skill.
  • Demonstrated excellent oral and written communication skills. Ability to communicate and work effectively with all levels in a demanding environment.
  • Demonstrated ability to act decisively and independently to resolve complex issues.
  • Must establish and maintain effective working relationships with fellow employees, the campus community, city officials, other government agencies, and the general public.
  • The ability to maintain the highest degree of confidentiality and diplomacy at all times, sustain the highest level of professionalism, and be customer-service driven and flexible in attitude.
