Job/Department Summary:

The AVP for Facilities & Capital Projects/Executive Facilities Officer requires a combination of dynamic leadership, exceptional communication and team-building skills, creative and strategic thinking, and a bias for planning & problem-solving. This is a boundary-spanning role which links all divisions across campus, the CSU system, major design and construction partners, and the broader community. The position demands both short- and long-term vision, necessary for decision-making which will affect how Chico State's physical master plan serves and supports the campus now and in the future.

Under the general direction of the Vice President of Business & Finance, the Associate Vice President for Facilities & Capital Projects serves as the CSU, Chico's Executive Facilities Officer, and provides the leadership and administrative direction for planning, design and construction, as well as the physical operation and maintenance of the campus, with the purpose of ensuring the integrity, safety, and sustainability of the CSU,Chico physical environment. The AVP has budget, equipment, and personnel management authority for a large internal service group, as well as oversight of external contractors performing work on the campus. Responsibilities include oversight, development, and implementation of programs, policies, and procedures related to the functional units reporting to this position: sustainability & energy management, utilities operations; planning, design, and construction services; ground operations and landscaping; custodial services, building maintenance and skilled trades activity; and business and administrative services including moving, central supply and bus reservations. The AVP guides capital and minor projects, ensuring that project goals, budgets, and timeliness are met within the prescribed approval processes; ensuring regulatory and legal compliance regarding the work performed by CSU, Chico personnel and/or external design consultants and construction contractors, while minimizing risk and cost to the CSU, Chico.

Preferences:

Preference may be given to applicants with the following as they may be considered specialized skills: 

  • Bilingual.
  • Master's Degree in the fields of interest. 
  • Ability to be licensed as a Professional Engineer. 
  • Thorough understanding of the planning and design policies and procedures of the California State University system. 
  • Experience working in a collective bargaining environment.

Required Education and Experience:

Accredited Bachelor's Degree in Architecture, Public Administration, Engineering, Construction Management, Facilities Management, Business, or a closely related field.

AND

  • Ten (10) years of progressively responsible experience in facilities and/or construction, preferably in the public sector.
  • Eight (8) years of upper managerial leadership experience, coordinating cross-functional team members with varied backgrounds and skills.

Time Base: Full-time- 1.0

Pay Plan: 12/12

Work Schedule: Mon-Fri 8:00am-5:00pm, Summer - Mon-Thurs 7:00am-5:30pm. 

Salary and Benefits Information:

Salary commensurate with background and experience of the individual selected. (Anticipated hiring range: $150,000 - $180,000 per year).

This position is a Higher Education Employer-Employee Relations Act (HEERA) designated managerial position and falls under the Management Personnel Plan (MPP) of the California State University. Individuals appointed to management positions serve at the pleasure of the President or designee. They are excluded from the collective bargaining process, are not subject to probationary service, and do not receive tenure or permanent status. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

The duties of this position will include participation in decisions that may have a material/financial benefit to the incumbent. Therefore, this is a "designated position" under the California State University's Conflict of Interest code, and the incumbent will be required to annually file a Form 700: Statement of Economic Interest, and is subject to the regulations of the Fair Political Practices Commission (Group/Category: Facilities Management and Services - Associate VP/Executive Director/Director - Categories 1, 2, & 3).

This position is designated to serve as a member of the Emergency Operations Center Group.

A valid California Driver's License must be maintained throughout employment in this position, as well as successful completion of, and continued compliance with, the CSU Defensive Driving Course.
