The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Salary
The anticipated salary hiring range is up to $115,500 per year, commensurate with qualifications and experience.
Work Arrangements

Position Information
The California State University, Office of the Chancellor, is seeking a Senior Manager, Talent Development to play a key role in designing, developing and delivering professional development courses, classes and programs for Chancellor’s Office employees. This work includes collaborating with key stakeholders (such as COHR, SMEs, systemwide workforce planning teams and vendors) to identify the Chancellor’s Office’s organizational needs; creating and sourcing suitable educational materials for in-person and online delivery; facilitating in-person and virtual classes; evaluating the efficacy and cost-effectiveness of professional development offerings; and designing post-program activities for ongoing development. In short, this position helps ensure that Chancellor’s Office employees are developing skills and capabilities in an effective, targeted way that supports personal development and engagement, and promotes the growth of our organization. In addition to supporting the Chancellor’s Office, this position also occasionally supports wider systemwide talent development initiatives, providing consultation, program design and delivery, and evaluation in alignment with wider CSU priorities.
Responsibilities
Under the general direction of the Executive Director, Systemwide Talent Development, the Senior Manager, Talent Development will perform duties as outlined below:
Chancellor's Office Talent Development:
-Consult with Chancellor's Office executives, managers and HR partners, subject-matter experts and other stakeholders to identify learning and development needs; conduct needs assessments, surveys and focus groups; and develop implementation plans.
-Design, develop and deliver CO-specific professional development courses, classes, workshops and programs, using online and in-person formats and aligning offerings with CO goals, HR priorities, CSU standards and adult-learning best practices.
-Create and source suitable learning materials, including online courses, job aids, toolkits and other resources, and adapt appropriate systemwide materials to meet the needs of CO employees and managers.
-Facilitate custom CO learning experiences, including webcasts, virtual classes and in-person training, to develop employees' knowledge, skills and competencies.
-Coordinate coaching and mentoring opportunities and engage internal subject-matter experts or external vendors when specialized expertise is needed.
-Evaluate and report on the effectiveness, value and relevance of CO talent development efforts using participant and stakeholder feedback, dashboards, scorecards and other measures; use findings to support continuous improvement.
-Coordinate with appropriate HR partners to support completion of required training for CO employees, including discrimination and harassment prevention, Gender Equity/Title IX and Conflict of Interest training.
-Provide advice on collaborative learning and communication technology, research trends in organizational and professional development, and implement creative and innovative learning tools and practices.
Systemwide Talent Development:
-Own and manage the CSU's proprietary supervisory training program to ensure accuracy and relevance of all facilitator and learner materials.
-Facilitate in-person and virtual offerings of the management training program for Chancellor's Office staff and as needed, campus or systemwide sessions.
-Schedule annual train-the-facilitator sessions to certify campus trainers and support consistent implementation of the program across the CSU system.
-As necessary, engage and coordinate with external vendors to deliver the management training program.
Promote Chancellor's Office Talent Development and Engagement:
-Prepare and edit promotional materials for CO talent development offerings and distribute them through appropriate CO communication channels.
-Endorse and support talent development programs and platforms relevant to CO employees, acting as an ambassador for available learning and development services.
-Update and manage CO orientation materials, learning resources and the training catalog to ensure that information about opportunities is accurate, relevant and accessible.
-Promote CO professional development opportunities that foster a culture of learning and collaboration, enhance employee engagement and confirm the CSU as an employer of choice.
Promote Cross-Campus Collaboration:
-Serve as the interface between systemwide talent development and campus partners in the sharing, promotion and distribution of professional development opportunities beyond campus borders.
-Promote and coordinate cross-campus offerings to support off-schedule needs, maximize CSU resources and extend the reach of each campus's expertise.
-Prepare and edit promotional materials advertising systemwide and cross-campus initiatives for distribution through campuses, CSU Connect and other communication channels to CSU staff.
-Co-facilitate and promote the CSU's professional development network and community of practice, and collaborate with talent development colleagues across the CSU system to promote cohesion and integration with other core talent programs, curricula and concepts.
Qualifications
This position requires:
-Bachelor’s degree in education, communication, human resources, psychology or related field awarded by an accredited four-year higher education institution.
-Minimum of five years of experience in the training (or related) field, preferably in higher education.
Required knowledge and skills:
-Proven ability to design and develop professional development programs using a blended learning approach.
-Accomplished facilitator able to deliver engaging and thought-provoking workshops (in person and online) for employees at all levels of the organization.
-Working knowledge of adult learning theories and instructional design principles.
-Working knowledge of AI tools to facilitate rapid design and development of pedagogically-sound learning experiences.
-Experience with learning development software and collaboration tools (such as Articulate 360, Captivate, MS Teams, Photoshop, Zoom).
-Working knowledge of usability best practices for online materials and experiences.
-Working knowledge of web accessibility standards (e.g., WCAG AA) and universal design for learning (UDL).
-Experience with measurement of training outcomes.
-Knowledge of human resources practices and procedures.
-Knowledge of collective bargaining environment and procedures.
-Experience in launching new program initiatives, including the design of change management, project management and marketing/communications plans.
-Knowledge of capabilities and functional operation of learning management systems.
-Ability to speak on microphone or in front of a broadcast camera on an impromptu basis.
-Demonstrated experience of a customer service orientation.
-Proven ability to work effectively as part of a team.
-Exceptional communicator and facilitator.
-Proficiency in MS Office suite.
Preferred knowledge and skills:
-Master’s degree in education, communication, human resources or related field from an accredited institution.
-Experience of managing or directing others.
-Experience of working in a university environment.
-Certifications in psychometric tools such as DISC, Emergenetics, Strengths, True Colors.
-Knowledge of CSU compliance processes, procedures and guidelines.
