Salary and Benefits

PLEASE NOTE:  The starting salary placement depends on qualifications and experience and is anticipated to be in the range of $110,000 per year to $133,000 per year.

This position is a Management Personnel Plan (MPP) position in the CSU, and serves at the pleasure of the President.

About the Position

Reporting to the Associate Vice President (AVP) for University Budget and Planning, the Budget Director is responsible for the day-to-day operations of the University Budget and Planning Department. The Budget Director assists with forecasting and monitoring a major portion of the University’s budget. This position coordinates and maintains appropriations and budgets for Divisions and assists with monitoring performance; recommends, develops and implements University budget, planning and treasury policies and processes; assists with the preparation and submission of complex budgetary and treasury reports; and provides leadership and oversight for Budget Office strategic tactics and special projects as assigned. The Budget Director supervises the Budget Analyst and assumes responsibility for the department in the absence of the AVP for Budget and Planning. The Budget Director is a member of the Division’s management team which is committed to shared governance and participative management.

The University Budget and Planning Office provides leadership and support to the campus community in the area of planning and allocation of campus resources. Responsibilities

The Budget Director provides primary support and assistance in, but not limited to, the following areas:

  • Provide oversight of day -to-day operations of the University Budget and Planning Departments.
  • Assume the responsibilities and departmental oversight in the AVP, Budget and Planning absence.
  • Oversee the maintenance of the Department Budget Table for Labor Cost Distribution Process.
  • Assist with implementation of all new policies, processes, software, and training within University Budget and Planning.
  • Assist with CO Budget reports and analysis (FIRMS submissions and campus forecast reports)
  • Prepare budgetary and treasury reports and develop recommendations pertaining to budgetary, or financial issues utilizing software tools such as EPBCS Budgeting, PeopleSoft Finance Query, PO Balance Report, Common Financial System Data Warehouse and PeopleSoft HR.
  • Assist in preparing advanced and complex reports for internal campus use at all levels of the organization and for Chancellor’s Office, state, audit and other reporting requirements. Responsible for coordinating, reviewing, reconciling and submitting reports. 
  • Monitor and evaluate the efficiency and effectiveness of Budget Office service delivery methods and procedures.
  • Assist in development of budget training tools and provides training to other members of the Budget Office and campus users.
  • Collect, analyze and interpret data, identifying patterns and trends in data sets. 
  • Define types of data that needs to be collected for improvements in reporting, forecasting and efficiency.
  • Provide clear, consistent and transparent budgetary guidance and information to campus partners and serves as liaison to division and departments.
  • Participate in the year-end process with respect to budgetary and accounting matters.
  • Represent the University Budget and Planning Office on various committees, taskforce or working groups.
  • Oversee the monitoring and projection of campus fees and the annual Fee Report to the Chancellor's Office.
  • Oversee documentation and training to internal staff on relevant reporting financial platforms, changes in policies, processes, and procedures.
  • Act as a resource to the campus community for budget and finance-related inquiries.
  • Assist with coaching, mentoring, and providing development opportunities for staff.

Other Duties as Assigned:

  • Perform other job-related duties and special projects as assigned.
  • Attend training and maintain currency in the knowledge and skills necessary to facilitate industry-leading solutions.

Required Qualifications

The Budget Director is expected to be knowledgeable in University budgeting methods and in the applicability to CSU and the State of California requirements, policies and laws; and guide in the development of practical budgetary solutions that satisfy operational goals while maintaining sound fiscal integrity. The incumbent must continuously seek out new and creative means of accomplishing the above responsibilities.

Education:

  • This position requires the equivalent of a Bachelor's degree with a major in Business Administration, Public Administration, Economics, Finance or related field preferred.

Experience:

  • Equivalent to five (5) years of progressively responsible administrative management and technical experience, preferably in a complex academic work environment, or an equivalent combination of education and experience to provide the required knowledge, skills and abilities to perform the duties of the position.
  • Minimum of three (3) years of experience managing professional staff.
  • Demonstrated track record in budgeting or financial management, preferably within public higher education.
  • Experience that demonstrates the application of sound judgment when dealing with confidential information.
  • Experience using PeopleSoft Finance, PeopleSoft HR or the Common Financial System Data Warehouse at Cal State East Bay is preferred.
  • Requires solid computer skills, including intermediate to advanced skills with Microsoft Office, with strong proficiency in Microsoft Word and Excel.

Knowledge, Skills and Abilities:

  • Requires thorough knowledge, and/or the ability to quickly gain knowledge of applicable University infrastructure and the ability to handle large, multiple work unit priorities and projects to meet critical, cyclical deadlines in a timely manner.
  • Must have a demonstrated ability to apply a variety of complex policies and procedures and an understanding of California public higher education.
  • Thorough knowledge of California State and CSU budget theory and a general knowledge of fund accounting are preferred.
  • Demonstrate integrity and sound judgment in performing duties.
  • Ability to work well independently and as a member of a fast-paced project team.
  • Excellent oral and written communications skills.
  • Other required skills include creativity, flexibility, and the ability to adapt to ambiguity.
  • Possess the ability to create, implement, and monitor internal control processes (including setting objectives, defining actions to achieve objectives, and performing reviews to evaluate whether or not actions are achieving stated objectives).
  • Possess the ability to supervise the work of staff and recommend appropriate personnel actions.
  • Demonstrate leadership skills including motivating other staff, and role-modeling positive work habits.
  • Ability to apply strong problem solving and conflict resolution skills and train and evaluate performance, taking corrective action as needed.
  • Ability to deal with stressful situations while maintaining composure and contribute to a collaborative environment utilizing exemplary communication and problem solving skills as necessary.
  • Must have strong customer service and organizational skills and the ability to be self-motivated, detail-oriented and manage multiple projects and competing priorities simultaneously, adjusting quickly to changes needed on a daily basis.
  • Must have the ability to work across departmental and divisional lines and demonstrate an understanding of appropriate protocols and diversity of personnel and relationships.
  • Ability to effectively communicate with all levels within the University and establish and maintain productive and effective, inclusive working relationships amongst diverse populations including staff, faculty, administration, students, and other internal and external constituents.
  • Must be able to accept constructive feedback and work cooperatively in group situations.
  • Possess the ability to operationalize sustainability concepts (economy, society, environment) into all aspects of performing job duties.
