About the Position:
The Division of Human Resources and Inclusive Excellence (HRIE) is committed to the mission of meeting the needs of a multi-cultural, inclusive campus community. Our highly qualified team of professionals is focused on providing human resource services and supports the University's goal to recruit and retain high-quality faculty and staff. We seek an exceptional individual to join our Payroll Services team as the Payroll and Data Services Professional (Payroll Professional). The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to inclusivity, openness, flexibility, integrity, and kindness.
Under the general supervision of the Payroll and Data Services Director, the Payroll and Data Services Professional provide comprehensive administrative and technical support in designated functional areas, colleges, or departments. Key responsibilities include processing employee payroll transactions and conducting full-cycle audits to ensure accuracy and compliance. Interprets and applies Federal, State, CSU, and campus laws and/or policies related to payroll, employment, and data management. The Payroll and Data Services Professional as a resource for payroll, employment, and data-related inquiries, offers consultative services to employees and authorized vendors, such as CalPERS. Additionally, the Payroll and Data Services Professional reviews, processes, and inputs a wide range of payroll transactions—including status changes, leaves, and separations—into systems such as the State Controller's Office Personnel Information Management System (PIMS),Oracle PeopleSoft Human Capital Management (HCM), and Common Human Resources System (CHRS).
The Payroll and Data Services Professional provide expertise on various payroll, employment, and data-related topics, including leave accrual rates, loan forgiveness documentation, entitlements, service salary increase (SSI) eligibility, payroll and personnel transactions, pay docks, stipends, bonuses, and salary adjustments. Involves active collaboration with the campus community to review and refine university policies and procedures and/or practices impacting payroll and employment processes. The Payroll and Data Services Professional works closely with various HRIE departments, the CSU Fullerton community, other CSU campuses, the Chancellor's Office, the State Controller's Office (SCO), CalPERS, and other relevant entities. Contributes to the development, maintenance, and implementation of improvements for CSU Fullerton-specific and systemwide programs and initiatives. Additionally, the Payroll and Data Services Professional perform other duties as assigned to support the department and division objectives as well as the university’s mission.

Essential Qualifications
|
Equivalent to a bachelor’s degree in a related field and two years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis. Under general supervision, performs payroll activities at the university. Work is reviewed for soundness of technical judgment. Applies professional level knowledge of the payroll field. Ensures accurate and timely processing of payroll, maintains compliance with payroll laws and regulations, and provides support to university employees regarding payroll matters. Works independently on most day-to-day assignments with general supervision on new assignments or projects to ensure alignment with objectives. Handles multiple work priorities and is accountable for own work results. May provide lead work direction to less experienced administrative staff.
Working skills and knowledge of accounting, finance, business administration, and/or related roles. Working knowledge and understanding in the appropriate use of payroll principles, practices, and regulations, including tax withholding, benefits and retirement administration, and payroll compliance. Strong analytical and problem-solving skills, with the ability to identify and resolve complex payroll discrepancies. Knowledge of relevant laws, regulations, and compliance requirements related to payroll, including in-depth knowledge of payroll laws and regulations in the higher education industry. High level of integrity and ethical conduct in handling financial transactions and sensitive information. Ability to train others on new skills and procedures and provide lead work direction.
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications
|
The ideal candidate will have experience processing payroll in a higher education or public sector environment, preferably within the CSU system. Possess knowledge of Federal and State payroll laws, regulations, and compliance requirements, including Fair Labor Standards Act (FLSA), tax withholding, and benefits deductions. Experience with payroll and/or employment systems and software, such as CHRS or PeopleSoft, is highly desirable.
Demonstrate accuracy and attention to detail in auditing, data entry, and recordkeeping, as well as experience creating and preparing reports, reconciling, and auditing payroll data and transactions. Strong organizational and time management skills are essential to meet deadlines in a high-volume environment. Ability to communicate effectively with employees, supervisors, and other departments regarding payroll questions and issues.
