Job Summary:

Reporting to the Assistant Dean of Professional and Continuing Education, the position serves as the key compliance and program analyst in the management of State Authorizations and of the development and administration of educational programs. The incumbent will be a technical advisor to CEGE management responsible for compliance and reporting; preparing applications, renewals and data for state, federal, accrediting bodies and overseeing self-supporting degree and certificate programs ensuring operational and fiscal needs are met.


Responsibilities:

Compliance: State Authorizations

  • Research regulation and applicable laws, executive orders, policies and procedures related to approval or licensure requirements in higher education.
  • Benchmarks best practice in order to manage effectively submissions and develop comprehensive documentation to manage compliance activities.
  • Manages a highly complex application system and reporting processes and ensures compliance with reporting requirements including but not limited to, distance education requirements.
  • Preparing applications, renewals, and data for state, federal and accrediting bodies
  • Conduct in-depth research and investigate requirements for each state where students reside
  • Meet stringent deadlines and demonstrate ability to successfully multi-task in a fast-paced environment
  • Reports, recommends and contributes to the college’s decisions on seeking state approval or licensure, the exact requirements to be met and the application or renewal cost.
  • Collaborates with academic departments or programs to obtain relevant information for reporting and compliance purposes.
  • Monitor university activities and initiatives for compliance with state authorizations and specialized accreditation requirements.

Reporting and Record Management

  • Maintains the repository of all documentation associated with each applicable policy and regulation.
  • Creates and maintains tools for tracking and reporting on regulatory changes, and keeps database accurately updated to reflect changes in regulations and policies.
  • Communicates with appropriate offices and state agencies regarding approval policies and process on behalf of the college.
  • Compiles information to create documentation necessary to comply with renewal or initial approval process for state authorization applications with accuracy and within strict deadlines.
  • Obtain approvals from appropriate university leadership before submitting documentation to an agency.
  • Maintains records, provides information required for decision-making and complete related reports.

Program Administration

  • The incumbent will be responsible for the operational administration of self-supported educational programs, including responsibility for researching, forecasting, planning, market development, developing proposals and memorandums, promoting and implementing programs and all logistics associated with implementation, and ongoing improvement of quality and viability of the program, as well as for financial planning, including development and monitoring of budgets, ongoing operational management, collaboration with partners, and improving cost-effectiveness.
  • Collaborate with student advisors and student services to inform and facilitate effective recruitment, admissions, enrollment, and registration. Provide troubleshooting for student logistical challenges as needed.
  • Work with Marketing to plan promotional activities in collaboration with all PACE programs through the use and oversight of promotional strategies for digital marketing including research.
  • Assess (ongoing) quality and viability of current programs, financial planning, developing, and monitoring budget while improving cost-effectiveness.
  • Develop reports and perform analysis related to assigned educational programs.

Other Classification-Related Duties as assigned

  • Performs other high-level analytical, operational, or strategic duties as assigned, consistent with the scope and complexity of a senior analyst role. May lead special projects, support cross-functional initiatives, or provide expert consultation on institutional policy, compliance, or business process improvements, as needed to advance department and university objectives.


Minimum Qualifications:

  • Bachelor's degree, and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, compliance, procedures, practices, or programs
  • Five to six years of related experience.

Required Qualifications:

  • In addition to Position Skill Levels - Non-Exempt, Exempt I and Exempt II knowledge and skill requirements, work assignments typically require:
  • Extensive and in-depth knowledge of and ability to apply expertise in the advanced theories, principles, methods and practices associated with the functional specialty, program, and/or organizational unit, including applicable internal policies and procedures and pertinent laws and regulations. Laws and regulations are highly complex and require substantial judgment and discretion in interpreting and applying them to the specialty or program area. Incumbents at this level often may have certification in a specialty area.
  • Substantial and broad knowledge of public and private entities including their organizational and operating structures, internal systems, and functional areas, as well as the impact of critical external entities on an organization. Ability to integrate and apply this knowledge to anticipate problems and assess the impact of proposed solutions on various organizational areas.
  • Extensive and in-depth knowledge in project management including research and analytical methodologies. Ability to interpret and integrate complex data and information to formulate appropriate courses of action which have broad and far reaching impact.
  • Ability to understand and analyze complex problems from a future-oriented and broad interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations.
  • Ability to effectively use applicable information systems and applications in analysis, research, and reporting activities and projects.
  • Ability to effectively communicate with and influence high-level and diverse contacts inside and outside of the CSU system.
  • Ability to effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives.

Preferred Qualifications:

  • Master’s degree, in a business or related field, preferred.
  • Some knowledge or experience of compliance, specifically distance education, state authorization regulations.
  • Demonstrated ability to manage multiple projects under varying time constraints.
  • Five years of experience researching, developing, implementing, and managing educational programs, preferably in higher, extended, or adult education.
  • Knowledge of federal and state regulations related to continuing and higher education.
  • Knowledge coordinating project initiatives and maintaining project files.
  • Knowledge and skilled in using technology and software (e.g., productivity tools such as Microsoft Office and CRM).
  • Demonstrated skills to interpret and ensure compliance with requirements and providing concise analysis and recommendations.
  • Leadership and decision-making skills to evaluate program and student needs, problem solve, and train other staff.
  • Knowledge and ability to read, interpret and analyze regulations and policies in general and associated with institutional authorization and program approval.
  • Functional expertise and demonstrated success in working with compliance issues.
  • Exceptional attention to detail and record keeping skills.
  • Strong interpersonal, communication skills and demonstrated ability to work effectively with internal stakeholders and external organizations.
  • Ability to manage multiple tasks in a fast-paced environment while remaining attentive to detail.
  • Ability to work independently with minimal direction and collaboratively with a diverse clientele.
  • Demonstrated ability to work and participate in planning and development activities and as required, independent determination of methods to meet programmatic, college, and institutional goals.
  • Independently determine approaches to program administration. Work is reviewed against overall goals and objectives, with full accountability for results.
  • Serve as the primary contact for multi-educational programs while managing relationships with campus partners and outside entities.
  • Oversee day-to-day program operations and provide task work directions to other professional or administrative staff.
  • Ability to research, develop, and evaluate policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
  • Working knowledge of operational and fiscal analysis and techniques.
  • Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
  • Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form.


Compensation and Benefits:

The salary offered will take into account internal equity and experience among other factors.

 

Initial salary step placement will be Step 1 – Step 6 ($6,382 - $7,046 per month) for qualified candidates.

CSU Classification Salary Step Range: $6,382 - $9,297 per month (Step 1 – Step 20)

 

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information:

Full-time Exempt Probationary

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.


This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.
