LABOR AND EMPLOYEE RELATIONS MANAGER


California State University, Los Angeles, invites applications for the above Administrator II position.

The Position: Under the general direction of the Senior Associate VP & CHRO, the Manager of Labor & Employee Relations implements labor and employee relations programs, policies, and procedures for MPP, staff and academic employees.  Provides campus-wide expertise in the interpretation and application of collective bargaining agreements, CSU and Cal State LA policies, and applicable laws.  Analyzes contractual and policy impacts and leads to the development and implementation of policy and procedural revision.  The incumbent advises managers and supervisors on complex labor and employee relations matters, including contract interpretation, grievance administration, disciplinary actions, investigations, performance management, and workplace conflict resolution.  Independently designs and delivers employee and labor relations trainings and builds effective working relationships with both campus and union leaders.  Other duties as assigned.

Required Qualifications & Experience: Equivalent to a bachelor’s degree from an accredited four-year college or university. Five years of experience in Labor and/or Employee Relations. Experience conducting investigations and preparing detailed, written reports. Demonstrated experience in serving as a lead or managing people. Direct experience working in an academic collective bargaining environment and working in higher education within a college or academic department, or similar organization. Considerable knowledge of policies and practices involving personnel/human resources functions and demonstrated experience in the practical application of those practices in a complex organization. Knowledge of principles and processes involved in business and organizational planning, coordination, and execution.  Demonstrated ability to communicate information clearly and succinctly both verbally and in writing. Incumbent must demonstrate an interest or ability in working in a multicultural/multiethnic environment. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who may apply for the position.

California State University, Los Angeles, as part of the CSU system, is a State of California Employer. As such, the University requires all employees upon date of hire to reside in the State of California. As of January 1, 2022 the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

 

Desired Qualifications: Bachelor’s degree from an accredited four-year college or university. Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent HRIS; Microsoft Office Professional Suite, and Google mail and calendaring programs.  Experience conducting investigations of complaints alleging discrimination, harassment, or sexual violence; experience interviewing witnesses; making credibility assessments; and drawing conclusions. Experience leading and delivering training for management-level personnel.

Compensation: Salary is commensurate with experience and qualifications. Salary Range is $5,053 - $16,221/monthly. Budgeted Hiring Salary range is $10,833 - $11,250/monthly. A comprehensive benefits package is provided.

 

Appointment: The Administrator II appointment will be made under the guidelines for management and supervisory employees of the California State University.  All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
