Job Summary:
Under supervision of the Parking Manager, the Community Service Specialist II serves as the Lead and main support for the field enforcement team and is responsible for several analytical, directional, technical, administrative, and clerical duties. The incumbent is a uniformed non-sworn employee who provides day-to-day work directions to the Community Service Specialist I's and their enforcement of the parking rules and regulations, event logistics and traffic control, public safety aids to the Police Department, shift scheduling, training, etc.

The incumbent collaborates frequently with the Events/Equipment Specialist and other campus partners in large departmental projects such as the planning and execution of campus event coordination (ex. commencement, campus closures, construction, etc.), as well as analytical and technical tasks such as recommending/researching procedures and policies, auditing voided citation processes, etc.

Responsibilities:

Lead and Operational Coordination

  • Lead and coordinate the daily operations of Community Service Specialists by drafting recommended work schedules, staffing plans, and shift rotations; implementing management-approved work assignments; monitoring field activities and work quality; coaching staff; resolving routine operational issues; and identifying training needs to ensure efficient operations, consistent enforcement practices, compliance with departmental procedures, and quality customer service.
  • Coordinate with Palm Desert Campus management to ensure continuity of operations between campuses by facilitating shift-to-shift information sharing, communicating operational updates, and promoting consistent application of parking enforcement practices, found property procedures, event coordination, and customer service standards.
  • Collaborate with the Events Analyst, Equipment Specialist, University Police personnel, and campus partners to develop and implement operational plans for campus events, construction projects, utility outages, and other operational activities to ensure safe, coordinated, and efficient campus operations.
  • Coordinate the acquisition, distribution, and accountability of uniforms, equipment, and operational supplies to support uninterrupted field operations.
  • Conduct monthly audits of parking citations, voids, and appeals to ensure compliance with California Vehicle Code, CSU regulations, and departmental procedures, and recommend corrective actions when discrepancies are identified.
  • Develop, coordinate, and deliver onboarding and field training programs for Community Service Specialists and Community Service Officers by evaluating trainee progress, maintaining training materials, documenting successful completion of training requirements, and recommending employees for specialized assignments such as the Bicycle Patrol Program, subject to management approval.

Program Administration

  • Independently conduct first-level administrative reviews of parking citation appeals by evaluating evidence, applicable laws, university regulations, and departmental procedures to determine whether citations should be upheld or dismissed.
  • Coordinate with the Office Coordinator to schedule and facilitate second-level administrative hearings and represent the University during third-level Superior Court hearings by preparing case files, presenting evidence, and explaining parking enforcement actions and departmental procedures.
  • Maintain and administer the Bicycle Patrol Program and Field Training Manual for the enforcement team by coordinating required certifications, monitoring employee participation and qualifications, and implementing approved program requirements.
  • Conduct operational research by analyzing applicable California Vehicle Code provisions, CSU policies, departmental procedures, industry best practices, and operational trends to develop recommendations for improving parking enforcement operations, business processes, equipment, and facilities.
  • Coordinate with campus partners and vendors to resolve operational issues, support parking facility improvements, troubleshoot License Plate Recognition (LPR) technology, and monitor issue resolution.
  • Support Emergency Operations Center (EOC) activations by coordinating field personnel, communicating operational updates, and implementing management-directed emergency response activities.

Field Operations and Parking Enforcement

  • Patrol campus on foot, bicycle, and vehicle to enforce parking regulations, deter criminal activity, identify safety hazards, and issue parking citations in accordance with California Vehicle Code, CSU policies, and university regulations.
  • Coordinate traffic and pedestrian control during peak periods, campus events, emergencies, and construction activities by deploying traffic control devices and directing the safe movement of vehicles and pedestrians.
  • Provide parking information and customer assistance by interpreting parking regulations, assisting motorists, responding to department approved service requests, and resolving routine customer concerns.
  • Conduct inspections of departmental vehicles (pickup trucks), emergency telephones, exterior lighting, parking facilities, and traffic control equipment; document deficiencies and coordinate corrective action with appropriate campus departments.
  • Conduct parking occupancy surveys and operational inspections to support planning, enforcement deployment, and parking utilization analysis. - Apply and remove vehicle immobilization devices and assist with parking permit dispenser cash collections as assigned.
  • Serve as the departmental subject matter expert on California Vehicle Code, CSU parking regulations, and university parking enforcement procedures by providing guidance to staff and promoting consistent enforcement practices.

Clerical and Administrative Support

  • Infrequently, assist in general office or other administrative duties, which may include but are not limited to filing documents, writing field and citation data reports or answering phones.
  • Regularly attend scheduled meetings and training assigned by the Manager or Director. Other classification related duties assigned by the Parking Manager or Director of Parking and Transportation.

Minimum Qualifications:

  • High School degree or equivalent and 2 years of related experience required.

Required Qualifications:

  •  Thorough knowledge of applicable procedures and regulations related to parking, traffic control, security and/or public safety. Familiarity with the California Penal Code.
  • Ability to read and interpret a variety of laws, rules and regulations.
  • Working knowledge of police department radio codes and equipment. Ability to use applicable automated and computerized public safety systems and databases.
  • Ability to plan and schedule unit work and provide lead work direction to others.
  • Ability to independently make effective decisions and judgments in emergency situations.
  • Ability to analyze operational issues and recommend procedural changes.
  • Ability to establish and maintain cooperative working relationships with campus community, public and applicable law enforcement agencies.
  •  Ability to convey clear, concise communications and directions and conduct training for staff and the campus community.
  • Ability to write reports and draft operating procedures.

Preferred Qualifications:

  • Bachelor's degree and minimum 3 years' work experience in the parking industry or security and special events management, with a minimum of 1-year supervisory experience and possession of a California Driver’s License or High school diploma and 5 years of related experience in the parking industry or security and special events management, with a minimum of 1-year supervisory experience and possession of a California Driver’s License.

Special Conditions:

  • The nature of the duties may also require successful completion of a background check, physical and psychological exam and/or the ability to attend Police Officers Standards & Training (P.O.S.T.) programs related to public safety support and dispatch activities.
    May need to drive department's pickup trucks

Compensation and Benefits:

The salary offered will take into account internal equity and experience among other factors.

Anticipated hiring range: Step 4 $3,930 per month for qualified candidates

Classification hiring range: $3,703 (Step 1) - $5,395 (Step 20)

Academic year schedule: Monday through Friday (08:00 am – 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

Background Check

Satisfactory completion of a background check (including a criminal records check) is required for employment.  CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information.  Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Drivers License Check

Possession of a valid Driver's License is required.  Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record

Physical Exam

Employment is contingent upon candidate passing a pre-employment physical exam with the ability to lift in excess of 50 lbs.
