Department

The Compensation Services department within the Division of Human Resources and Inclusive Excellence is responsible for managing employee classification, compensation, and related personnel processes. The department ensures that staff and management positions are appropriately classified and compensated in alignment with CSU systemwide standards and collective bargaining agreements. We seek an exceptional individual to join our team as the Human Resources Professional III. The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to inclusivity, openness, flexibility, integrity, and kindness.

Duties and Responsibilities

Under the general direction of the Compensation Services Manager, the Human Resources Professional III provides professional-level program administration, policy interpretation, compliance analysis, and operational support for the Independent Contractor Program and personnel records functions within Compensation Services. Provides skilled and proactive support for Independent Contractor determinations requiring analysis and interpretation of federal and state worker classification requirements, CSU policies, collective bargaining agreements, and university procedures.  Exercises independent judgment in reviewing and evaluating complex Independent Contractor requests and determining appropriate courses of action. Advises departments on the impact of policies and procedures to ensure CSUF remains compliant with applicable laws, regulations, CSU policies, and collective bargaining agreements.

Maintains employee personnel files in accordance with applicable laws, collective bargaining agreements, CSU policy, and records retention requirements. Ensures the integrity, accuracy, security, and accessibility of official personnel records through records governance, quality assurance, and compliance review activities. Supports records retention activities for personnel files and provides guidance regarding records management requirements. Addresses sensitive and complex matters with diplomacy and discretion and exercises independent judgment. Researches and interprets policy and procedural issues, evaluates the impact of policy changes, and develops recommendations to improve operational effectiveness and compliance. Independently performs a wide range of administrative, analytical, and technical responsibilities in support of the department and division. Collects and analyzes data, prepares reports, identifies trends, and supports strategic initiatives and projects. Other duties as assigned.

Essential Qualifications

Equivalent to a bachelor’s degree in a related field and four years of relevant experience. Additional experience, which demonstrates acquired and successfully applied knowledge and abilities shown above, may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.

Working independently under general supervision, performs advanced human resources work and exercises lead oversight for most projects and responsibilities. Applies advanced knowledge or expertise in one or more human resources disciplines to recommend and implement strategic plans and initiatives. Demonstrates advanced discernment in selecting methods and techniques for obtaining solutions. In collaboration with management, oversees, assesses, formulates, and evaluates programs, policies, and procedures. Decision-making is based on human resources best practices, relevant regulations, advanced experience, and university goals and practices. Work is focused on ensuring alignment with overall objectives. Handles multiple work priorities and may provide lead work direction with accountability for results.

Advanced knowledge and understanding of human resources or a specialty area. Demonstrated competence in independently applying advanced judgment to resolve difficult and complex problems and issues. Proven experience in handling complex personal situations and the demonstrated ability to deescalate sensitive situations. Advanced analytical and organizational skills to organize, prioritize, and manage the successful completion of projects within time and budget constraints. Ability to effectively represent the university, engage and collaborate with internal stakeholders and university leadership. Advanced skill in mentoring or overseeing the work of other professional staff. Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to devise and develop strategic solutions. Advanced skill to appropriately use technology and relevant human resource information systems and management tools.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

This report contains the current security and safety-related policy statements, emergency preparedness and evacuation information, crime prevention and sexual assault prevention information, and drug and alcohol prevention programming. The ASR also contains statistics of Clery Act crimes for California State University, Fullerton for the last three (3) calendar years. Paper copies are available upon request at the CSUF Police Department.

Notice of Availability of the Annual Fire Safety Report (AFSR)
In addition, pursuant to the Higher Education Opportunity Act, the Annual Fire Safety Report (AFSR) is also available for viewing. The purpose of this report is to disclose statistics for fires that occurred within California State University, Fullerton housing facilities for the last three (3) calendar years, and to distribute fire safety policies and procedures intended to promote safety on campus.
