Major Duties

Under the general supervision of the Associate Vice President for Human Resources, the HR Budget and Operations Coordinator provides comprehensive/complex budget planning support and office support duties for HR that require analytical thinking and a thorough knowledge of university policies, procedures, and practices; develops, prepares, and maintains the department's operating budget; working directly with accounting in researching and resolving budget-related questions or issues. The incumbent monitors expenditures, reconciles and balances accounts, and is responsible for the organization and coordination of the Office of Human Resources department procedures and resources, to facilitate organizational effectiveness and efficiency in support of a large and complex department that has an impact on overall human resources operations.

Budget:

  • Develops, maintains, and reconciles the department's operating budget.
  • Tracks expenses, independently applying judgment/knowledge to ensure compliance with departmental goals, university policies and procedures, and state and federal regulations.
  • Maintains requisition logs and conducts monthly and quarterly budget reconciliation.
  • Interprets a variety of written policies and technical letters, and reads and interprets computer-generated reports.
  • Properly maintains records and processes all department invoices in a timely manner.
  • Prepares and submits hospitality forms according to CSU policy.
  • Coordinates HR department online background/chargeback and advertising modules, coordinates finalizing/billing, and communicates with departments on required corrections or updates.
  • Generates and monitors the distribution and maintenance of MOU income including annual MOU billings, and tracks receipt of funds.
  • Coordinates year-end budget process including requisition control, budget encumbrances, chargebacks, adjustments, and journal entries to meet year-end deadlines, and keeps the AVP apprised on status.
  • Compiles, analyzes, and summarizes data to produce financial reports and year-end projections; researches and identifies errors and resolves problems; reviews and obtains approved financial documentation; analyzes funding, interprets documentation.
  • Identifies, develops, and suggests budget reduction/cost savings strategies. Utilizes problem-solving techniques to find solutions to complex budgetary issues.
  • Independently researches, analyzes, and prepares information and presents it in appropriate format.
  • Attends financial meetings, training, pilot programs, and workshops.
  • Monitors department work-study grant allocation ensuring all funds are expended properly, allowing for additional fund requests, increasing department’s ability to hire more students.
  • Attends required annual trainings and ensures the department Federal Work Study Agreement is submitted by the required deadline and conducts monthly reconciliation on student/department allocation usage.

 

Department Operations:

  • Coordinates new department employee onboarding and offboarding activities including coordinating IT access, email/server, system access, phone, and computer set-ups, business cards, separation/clearance process; and student employment onboarding and off-boarding process. 
  • Creates and monitors checklist of all onboarding and offboarding activities.
  • Coordinates office moves, new office set ups, signage, computer updates, equipment ordering, panic buttons and general purchasing.
  • Coordinates department assets/inventory control in accordance with Asset Management Guidelines; maintains office keys and key log.
  • Coordinates general office repairs and maintenance including Physical Plant Management service requests, IT support, equipment service calls, and reports copy counts for all machines to Reprographics. 
  • Maintains and handles monthly updates for various HR listservs.
  • Documents and tracks department Business Continuity plan and emergency procedures as updated by the AVP. 
  • Serves as department Time Keeper.

 

Office Support

  • Provides administrative support, as needed, to the AVP and Employee Relations offices, including but not limited to answering and screening calls, calendaring meetings, responding to emails, and greeting visitors.
  • Provides administrative support, as needed, for employee programs, which may include set-up and clean-up for various events including but not limited to New Employee Welcome Orientation, New Administrator Orientation, trainings/workshops, Staff Service Awards, etc.
  • Handles sensitive Employee Relations information related to grievances, complaints, disciplines, lawsuits, and general concerns. 
  • Prepares, as needed, confidential Employee Relations information, data, reports, and correspondence representing management's position and response to collective bargaining, legal, and budgetary issues. 
  • Conducts Employee Relations intakes with employees by phone and/or in person.
  • Serves as back-up for subpoenas and union release time notifications.
  • Maintains and administers process for Emeritus Administrators.

 

Travel Coordination:

  • Coordinates internal staff processes including travel arrangements (registrations, airfare, hotels, etc.) for all department staff to attend hearings, conferences, workshops, and mediations; prepares expense reports for management personnel and provides training and assistance to staff on the process.
  • Processes, maintains and tracks any/and all payments related to travel.
  • Updates personal Vehicle Use forms annually.
  • Performs other duties as assigned.

Qualifications

  • Equivalent to graduation from an accredited four-year college or university.
  • Equivalent to two years of full-time, progressively responsible professional/technical experience in office management or related area

 

Knowledge, Skills, & Abilities

  • General knowledge of: principles or organization, administration and management. English grammar, spelling, and punctuation; and office methods, practices, and procedures. General knowledge of state and federal employment laws, rules, regulations, and collective bargaining procedures.
  • Demonstrated ability and specialized skills to: analyze and find solutions to problems, communicate clearly and effectively, both orally and in writing; establish and maintain effective working relationships with staff, faculty, and others.
  • Ability work independently and plan day-to-day activities; quickly learn, interpret, and apply multiple complex rules, regulations, policies, procedures, and collective bargaining agreements; independently apply judgment and discretion; identify, research, analyze, reason logically and resolve problems.
  • Work well under pressure and in constantly changing circumstances; and interact with personnel in a highly professional manner. Ability to work with a population from diverse backgrounds, including faculty members, students, staff members, alumni, members of the general public, senior University officials, and persons in senior positions outside the University. Pay, Benefits, & Work Schedule

  • The university offers an excellent benefits package, including but not limited to: medical, dental, vision, retirement & savings, tuition waiver, and more.
  • Classification: 1176 C/ Confidential Administrative Support / 1
  • The anticipated HIRING RANGE is $5000 – $5618 per month, dependent on qualifications and experience. The salary range for this classification is: $4261 - $8166 per month.
  • HOURS: Full Time; 40 hours per week; Monday through Friday. May include evenings and weekends.  
  • This is a Regular position with a two-year probationary period. 
  • The position is currently hybrid (3 days in office, 2 days remote); however, this is subject to change based on student and/or operational needs.
