THE DEPARTMENT:

Student Health Services is one component of the Campus Health and Wellbeing Cluster within the Division of Student Affairs. This new cluster stresses the University's commitment to preventative and holistic approaches to wellbeing in support of students and the institution's mission and strategic plan. The mission of Student Health Services is to promote students' healthy lifestyles and academic success by providing quality medical, psychological, and wellness services. The department provides ambulatory health care, health education programs, prevention, and healing services to students of Cal Poly Pomona.

DUTIES AND RESPONSIBILITIES:

Under the supervision of a general Clinical Lab Scientist (CLS I & CLS II), performs the following: Phlebotomy, Specimen Collection, and Patient Care

  • Greets patients, verifies identity using approved identifiers, confirms laboratory orders, and prepares patients for specimen collection.
  • Explains collection procedures and provides instructions regarding fasting, timed collections, clean-catch urine specimens, and other testing requirements.
  • Performs venipuncture and capillary phlebotomy in accordance with established procedures and within the scope of applicable certification.
  • Selects the appropriate collection tube, container, specimen type, and required volume for each ordered test.
  • Collects blood, urine, and other authorized specimens while maintaining patient comfort, privacy, and safety.
  • Observes patients for adverse reactions, including dizziness or fainting, and follows established response and notification procedures.
  • Provides professional, compassionate, and student-centered service throughout the laboratory visit.

Specimen Processing, Storage, and Transport 

  • Accurately labels specimens at the time of collection and verifies that identifiers match the laboratory order and accompanying documentation.
  • Determines whether testing will be performed in-house or sent to a reference laboratory.
  • Completes laboratory requisitions, labels, logs, and other required documentation accurately.
  • Processes specimens according to established requirements, including centrifuging, separating, aliquoting, packaging, and preparing specimens for testing or transport.
  • Preserves and stores specimens according to test-specific temperature, timing, light-protection, and stability requirements. 
  • Maintains specimen integrity throughout collection, processing, storage, and transport.
  • Coordinates reference-laboratory pickups and ensures specimens are packaged and transported within established timeframes. 
  • Identifies mislabeled, insufficient, compromised, leaking, or otherwise unacceptable specimens and promptly reports concerns to the appropriate laboratory or clinical personnel.

Waived Testing and Clinical Laboratory Support 

  • Performs authorized CLIA-waived testing, such as urine dipsticks, hemoglobin A1C, glucose, pregnancy testing, and other approved tests, after completing required training and competency assessments.
  • Follows approved procedures and manufacturer instructions for test performance, quality control, documentation, and reporting. 
  • Verifies that testing materials have been properly stored and are within their expiration dates before use.
  • Records reagent lot numbers, expiration dates, quality-control results, and patient test results accurately.
  • Documents test results in the electronic medical record or applicable laboratory information system.
  • Immediately refers abnormal, critical, questionable, or inconsistent results to the appropriate licensed clinical or laboratory professional.
  • Assists laboratory personnel with daily operations and performs other laboratory-support activities within the position’s authorized scope.

Cleaning, Infection Prevention, and Safety

  • Maintains clean, organized, secure, and appropriately prepared specimen-collection and laboratory work areas.
  • Cleans and disinfects collection chairs, counters, equipment, and other work surfaces according to established schedules and procedures.
  • Uses appropriate personal protective equipment and follows standard precautions during all patient-care and laboratory activities. 
  • Handles and disposes of sharps, biohazardous materials, chemicals, and regulated waste safely and in accordance with established requirements.
  • Maintains continual awareness of the laboratory environment and promptly identifies and reports potential hazards or unsafe conditions. Follows established procedures for needlestick injuries, blood or body-fluid exposures, spills, emergencies, and incident reporting.
  • Helps maintain a safe, secure, and healthy patient-care environment by adhering to organizational standards, policies, and legal requirements.

Equipment, Inventory, and Opening/Closing Duties

  • Monitors phlebotomy and laboratory supplies to maintain sufficient inventory levels for daily operations.
  • Receives, organizes, rotates, and stocks supplies using applicable expiration-date and first-expire, first-out practices.
  • Checks collection supplies, reagents, and testing materials for proper storage, condition, lot numbers, and expiration dates. 
  • Reports supply shortages and assists with preparing inventory or ordering requests.
  • Performs assigned daily opening and closing procedures for laboratory and specimen-collection areas.
  • Verifies that work areas, equipment, and supplies are clean, functional, properly stored, and ready for patient care.
  • Completes required refrigerator, freezer, and room-temperature checks, equipment checks, and laboratory logs.
  • Secures specimens, confidential records, supplies, equipment, and laboratory areas at the end of the workday.
  • Reports unresolved equipment, temperature, safety, supply, or specimen concerns to the appropriate laboratory or clinical personnel.

Documentation, Compliance, and Quality Assurance

  • Accurately documents specimen collection, processing, waived testing, and specimen disposition in the electronic medical record and applicable laboratory logs.
  • Maintains complete, accurate, and legible records required for patient care, quality assurance, and regulatory compliance.
  • Protects confidential health information and maintains patient privacy in accordance with HIPAA, FERPA, organizational policies, and applicable laws.
  • Complies with applicable federal, state, and local requirements, including CLIA, OSHA, bloodborne-pathogen standards, and Student Health Services policies and procedures.
  • Participates in required training, competency assessments, continuing education, quality-assurance activities, audits, and inspections.
  • Completes required quality-control, temperature, maintenance, specimen, and corrective-action logs.
  • Identifies and reports documentation errors, specimen discrepancies, safety concerns, equipment problems, and potential regulatory issues.

QUALIFICATIONS:

  • Combination - High school diploma or equivalent and six to twelve months of related experience in a healthcare setting or equivalent combination of education and experience which provides the required knowledge and abilities.
  • CPT I - Certified Phlebotomy Technician Level I: Possess and maintain valid certification as a Certified Phlebotomy Technician I, as defined by the California Department of Health Services, which permits the incumbent to perform skin punctures and venipuncture.
  • Six to twelve months of related experience in a healthcare setting or equivalent combination of education and experience which provides the required knowledge and abilities.
  • Knowledge: General knowledge of clinical laboratory operations and equipment, including an understanding of, or the ability to quickly learn, laboratory safety and quality assurance practices and procedures. General knowledge of medical terminology pertinent to laboratory operations; applicable laws and regulations pertaining to clinical laboratory operations and patient confidentiality. Working knowledge of CLIA-waived testing procedures, methods, and criteria. Abilities: Ability to collect required specimens for and perform assigned CLIA-waived testing with required attention to accuracy and detail; perform phlebotomy using the appropriate equipment including venipuncture and capillary puncture; use applicable equipment and materials in performing laboratory tests; use applicable automated systems for maintaining and tracking laboratory and patient records; maintain patient confidentiality as required by applicable state and federal laws and regulations; maintain effective working relationships with practitioners and other health center support staff; and be sensitive to and communicate effectively with diverse patients.


PREFERRED QUALIFICATIONS:

  • Must have basic knowledge of biomedical science for the performance of pre-testing preparations in all laboratory areas.
  • Must be able to type and operate basic office equipment and be familiar with computer operation.
  • Familiarity with the principles of basic laboratory equipment used in pre-testing is preferred.
  • High school diploma or equivalent.
  • Possess and maintain valid certification as a Certified Phlebotomy Technician I (Collect and process specimens via phlebotomy, including venipuncture and capillary puncture and perform basic and CLIA-waived testing).
  • One year of experience working in a clinical laboratory or healthcare setting as a Certified Phlebotomy Technician I

Education Code 89521 Requirements

CSU Classification Salary Range

This position is part of the CSUEU bargaining unit 2. The CSU Classification Standards for this position are located on the CSU Classification Standards website. The CSU Salary Schedule is located on the CSU Salary Schedule website. The classification salary range for this position according to the respective skill level is: minimum $3,147 and maximum $4,406 per month. University Driving Requirement

Positions that require driving for university business by using a personal or state vehicle must comply with the Authorized University Driver Policy. Driving records are monitored and evaluated by the Risk Management Department. The Risk Management Department evaluates a good driving report based on the following criteria. The driver must: 1.
