Job Summary:

The Benefits Coordinator applies acquired job skills to independently administers comprehensive benefits programs and initiatives, Key responsibilities include processing fee waiver and summer discount applications, maintaining the minimum threshold of 95% of the health benefit status information in the ACAS database, and creating leaves of absence documentation. The Benefits Coordinator will also need to provide high level of support in evaluating and resolving complex issues related to benefits, leaves of absence and ACA.

Responsibilities:

- Administers all aspects of employee benefits programs, including health insurance, retirement plans, leave policies, wellness programs, workers’ compensation, and other employee benefits.
- Coordinates benefit enrollment processes, including new hire enrollments, open enrollment periods, and life event changes.
- Ensures compliance with federal, state, and local regulations. Collaborates with benefits providers, insurance brokers, and other vendors to ensure smooth administration of benefits programs.
- Assist employees with benefits-related issues, such as claims resolution, coverage questions, and appeals.
- Run bi-monthly reports for enrollments and cancellation
- of vision, life and long-term disability. Evaluate and analyze data for correctness and modify reports before forwarding to SCO. Contact SCO with additional information or provide Misc. Form when needed.
- Present informational sessions for new hires in collaboration with Talent Acquisition. Maintain presentation and update as required to keep up with current changes.
- Provide back up when needed to enter information in PIMS for ACA eligibility and notify employees of their eligibility.

- Conduct informational meetings to employees (and spouses) about retirement benefits. Offer guidance and assistance regarding the retirement process and options. Enroll retirees in appropriate retirement benefits through CalPERS.
- Examine and evaluate applications for the Fee Waiver and Reduction Program. Determine if normal academic standards are met to ensure compliance with applicable regulations and requirements governing the program. Calculate and present reports to Payroll for reporting taxation to the State Controller’s Office.

- Resolve issues with CalPERS for PSR and other problems identified by employees and retirees daily. Research and provide resolution for identified issues with all CSU benefit plans. PeopleSoft- resolve technical errors or glitches within the system. Clean up data errors and collaborate with other departments as needed to correct data correction issues when discovered.

- Run weekly reports to identify separations/retirements, time base changes and new hires. Generate COBRA election forms and create enrollment forms when elections are received by employees. Answer questions regarding COBRA.
- CalPERS quarterly audit of selected employees requires data entry of codes for employee's dependents in PeopleSoft and PSR transmittal to CalPERS. Audits performed weekly/monthly of all received transactions to ensure they are processed before the due date. Correct system errors in PeopleSoft and through CalPERS as needed.
- Upon receipt of Child Support Services (CSS) request, notify employees of mandatory enrollment, obtain birth certificate and SSN card and enroll dependent(s) accordingly. Complete DPSS and verification of benefits form and return to CSS to verify enrollment.

Minimum Qualifications:

Equivalent to a bachelor's degree in a related field and two years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.

In addition to Human Resources Professional I knowledge and skill requirements, work assignments typically require:
Working skills and knowledge of human resource discipline principles, practices, and related
regulations. Demonstrated experience in developing and implementing human resource standards, policies, and procedures. Strong project planning and organizational skills to plan, organize, and manage multiple projects. Strong analytical skills in order to evaluate and interpret data to develop sound conclusions and recommendations. Strong communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding human resources policies and procedures.

Preferred Qualifications:

- Working skills and knowledge of benefits discipline principles, practices, and related regulations
- Demonstrated experience in developing and implementing benefits standards, policies, and procedures

License / Certification: 

Valid California Driver's License

Compensation and Benefits:

The salary offered will take into account internal equity and experience among other factors.

Initial salary step placement will be Step 1 - $5,274 per month for qualified candidates.

CSU Classification Salary Step Range: $5,274 - $7,684 per month (Step 1 – Step 20). 

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information:

Work status: Full-time/Exempt/Probationary

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

Background Check

Satisfactory completion of a background check (including a criminal records check) is required for employment.  CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information.  Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Drivers License Check

Possession of a valid Driver's License is required.  Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Mandated Reporter

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
