Work Schedule:

Monday - Friday 8AM - 5PM

Rate of Pay:

This position is a grade 15 with a minimum annual salary of $62,418 and a midpoint of 83,224. Salary offer will be commensurate with the education/experience, in alignment with the College’s compensation philosophy, and the current CBA, if applicable.

Job Summary:

An employee in this classification performs work of moderate difficulty by being responsible for the overall management of the grant and contract procedures and compliance for the College’s grant, contract, and scholarship portfolio. Work is distinguished by the ability to provide training and serve as a reference to grant administrators and budget officers for financial reporting and grant submissions.  General supervision is received by the assigned manager.

Required Knowledge, Skills & Abilities:

  1. Bachelor’s degree in accounting, finance or business administration with emphasis in accounting and a minimum of five years’ governmental or not-for-profit accounting or auditing experience or equivalent combination of training and experience.
  2. Considerable knowledge of internal controls, risk assessment, and audit procedures.
  3. Good knowledge of grant and regulatory compliance, and must demonstrate fiscal responsibility.
  4. Good knowledge of automated accounting systems and processing procedures.
  5. Considerable analytical and problem-solving skills utilizing logical business judgement
  6. Considerable skill in independently organizing work to meet established deadlines while maintaining attention to detail and accuracy with the ability to respond to changing goals and priorities.
  7. Considerable skills in verbal and written communication.
  8. Considerable skills to train non-accountant professionals to manage grant agreements and budgets.
  9. Considerable skill in interpersonal interaction to be applied to a variety of individuals with differing education, ethnic and socio-economic backgrounds.
  10. Considerable skill in the use of the Microsoft Office Suite, including but not limited to Word, Excel, Access and Publisher
  11. Working skill in operating a personal computer, applicable software and peripheral equipment as well as learning and adapting to new and updated programs and technology.
  12. Must be available to work a flexible schedule, including evenings and weekends when required by the department’s needs.

Desired Knowledge, Skills & Abilities:

 

Essential Duties:

  1. Prepares reports for the AVP of Business and Finance and the Manager of Accounting and Grant Compliance disclosing funding sources, restrictions and current status applicable to all active grants, contracts, scholarships/fiduciary funds.  Reviews and approves the financial statements and other grant, contract and scholarships/fiduciary reports that the accounting staff has prepared.  Reviews and approves the quarterly grant monitoring report prepared by the accounting staff which is provided to the Board of Trustees. Works directly with Deans and other employees of the college on grant reporting to meet required grant compliance and reporting.
  2. Develop policies and procedures for accounting for grant, contract, and scholarship/fiduciary funds in conjunction with college personnel responsible for administering them, and in accordance with Generally Accepted Accounting Principles (GAAP). Interprets and implements rules and regulations to ensure compliance and proper use of grant, contract and scholarship/fiduciary funds and applies grant regulations to processes, procedures, and revenue and expense recording.
  3. Monitor accounts for budget compliance and/or overspending.  Monitor and approve budget transfers with the General Ledger, including grants.  Verify funding availability for position requisitions.  Approve grant expenditures and purchasing card transactions ensuring compliance with the grant agreements.  Verify funding on all grant special payment form requests.  Determine if grant budget modifications are needed and accurate.  Assist the grant administrator in the preparation of grant or contract budgets. 
  4. Reviews preliminary and final financial aid disbursements for accuracy and completeness on certain grants and contracts.  Reviews grant or contract modifications when required.  Responsible for submitting financial reports to granting agencies and requesting grant fund reimbursements through funding agency reporting portal sites and applicable websites.  Provides oversight on the preparation of the indirect cost application and responsible for the submission and any related correspondence.
  5. Direct and manage the functions of Accounting Services and Grant Compliance as they relate to grants, contracts, scholarship/fiduciary funds, and the Foundation which includes general ledger, journal entry preparation, accounts payable, general ledger account reconciliations, financial reporting, fixed asset accounting, grant reimbursements, budget transfers and other regulatory reporting.
  6. Manage the annual single audit and serve as the liaison between departments to pull various audit reports and schedules together to meet the audit requirements needed for the annual audit.  Review and approve audit schedules, confirmations and year-end adjustments applicable to grants, contracts, scholarship/fiduciary funds prepared by the accounting staff.  Responsible for the preparation and oversight of the Schedule of Federal Awards for the Single Audit and the final review of the single audit report and related end of year report distribution.
  7. Participate in the implementation, maintenance and further development of accounting systems as required.  Implement process modifications or changes within the Accounting department while maintaining proper internal controls.
  8. Maintains required training, licensure and/or certifications
  9. Maintains confidentiality of privileged information and adheres to applicable privacy laws
  10. Demonstrates sensitivity, understanding and respect of diverse populations within the workplace.
  11. Maintains an understanding of the work of colleagues to effectively provide backup and/or support for co-workers during times when the division is short-staffed or experiencing an increased volume of work.
  12. Adheres to department guidelines for attendance and punctuality

Physical Demands:

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Visual Acuity:

Position requires close visual acuity to perform activities (i.e. preparing/analyzing data and figures; transcribing; viewing a computer monitor; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines; using measurement devices; and/or assembly or fabrication parts at distances close to the eyes).
