Work Schedule:

FT M-F  8:00 am - 5:00 pm

Rate of Pay:

This position is a grade 14 with a minimum of $53,850 and a mid-point of $71,800. Salary offer will be commensurate with the education/experience, in alignment with the College’s compensation philosophy, and the current CBA, if applicable.

Job Summary:

An employee in this classification performs work of moderate difficulty providing oversight of the Perkins Grant at Elgin Community College, ensuring compliance with the Carl D. Perkins Career and Technical Education Act. Work involves assisting the Dean of Workforce Development and Continuing Education in leading grant initiatives, meeting objectives set by the Illinois Community College Board, and providing feedback on the college’s offerings. Direction is received by the assigned manager.

Required Knowledge, Skills & Abilities:

  1. Bachelor’s degree (BA/BS) from four-year College or university; or equivalent combination of education and/or experience.
  2. Prior experience managing a grant. 
  3. Project management skills.
  4. Budget management experience.
  5. Poses excellent organizational skills and attention to detail.
  6. Excellent oral, written and presentation skills.
  7. Knowledge of career and technical education programs.

Computer skills including experience with Microsoft Office Word, PowerPoint, Excel and Access, eNet, Curricunet, and other various accademic and information management operating programs

Desired Knowledge, Skills & Abilities:

Master’s degree preferred.

Essential Duties:

  1. Manages and ensures compliance of the grant program realized under the Carl D. Perkins Career and Technical Education Act which supports the community colleges associate in applied science degree programs of study, technical certificates and related student services programs. This includes creation and submission of  the annual plan, grant, program of study applications, and all reporting.
  2. Facilitates relevancy and currency of CTE programming with the labor market:
  • Provide data analysis and strategic decision support for Perkins-related activities and programs
  • Research labor market trends and provide strategic suggestions for CTE programs seeking use of Perkins funds or in the completion of Program of Study applications.
  • Serve as a resource to CTE program advisory boards for information.
  • Analyze, synthesize, and communicate information collected from Program of Study advisory committee meetings to inform decisions about new program development and/or updates to existing Programs of Study.
  • Engage both internal and external partners in the development, implementation and evaluation of Perkins related activities and documentation of these activities.
  1. Manages grant budgets and expenditures, monitors grant timelines, and ensures spending targets are being achieved in accordance with college budget timelines. Engages partners in the development of the Perkins Annual Plan  and subsequent submission to the Illinois Community College Board.
  2. Serves as the required liaison to the local WIOA One-Stop Board which receives funds from our Perkins allotment. Manages referrals from the one stop to ECC and documents the outcomes.
  3. Provide data analysis and strategic decision support for Perkins grant funded activities.

Other Duties:

  1. Ability to work a flexible schedule which includes days/evenings/weekends as needed by the department.
  1. Perform other job-related duties as assigned which pertain to the job description.
