Work Schedule:

Monday - Friday 8AM - 5PM

Rate of Pay:

This position is a grade 16 with a minimum of $66,075 and a mid-point of $88,100. Salary offer will be commensurate with the education/experience, in alignment with the College’s compensation philosophy, and the current CBA, if applicable.

Job Summary:

An employee in this classification performs work of moderate difficulty by acting as a project administrator on major construction projects undertaken by the College. Work is distinguished by administering a construction quality control program, and coordinating schedules, budgets, architects, engineers, and consultants on College construction projects, ensuring compliance with construction documents and completion within specified schedules and budgets. Direction is received by the assigned manager.

Required Knowledge, Skills & Abilities:

  1. Completion of a Bachelor’s degree in engineering, construction management or project management is required or equivalent combination of education and experience.  
  2. Five to  seven years of experience working in construction management or for a general contractor in a management position is required.  This experience must include time spent on large jobs (at least $5 million). 
  3. Consdierable knowledge of all skilled trades is essential. 
  4. Considerable knowledge in reading blue prints/construction drawings.
  5. Working knowledge of OSHA and Illinois Department of Labor safety requirements.
  6. Working knowledgeof IBC, NFPA, & NEC.
  7. Working knowledge of Uniform Building and applicable city of Elgin and Kane County code requirements.
  8. Considerable skill in developing and monitoring budgets.
  9. Ability to work under pressure when deadlines are missed and problems arise on the jobsite. 

Desired Knowledge, Skills & Abilities:

 

Essential Duties:

  1. Coordinates schedules, budgets, consultants, and contractors for College construction projects to ensure compliance with construction documents and completion within specified schedules and budgets. Coordinate and participate in programming efforts related to projects by bringing the relevant stakeholders together to plan the projects.  Coordinate construction activities to ensure safety of College staff and visitors and to prevent disruption of ongoing campus schedules.
  2. Assists in preparing, reviewing, and monitoring agreements and contracts for professional services of architects, engineers, consultants, and contractors to design and construct new buildings, and renovate existing facilities.   
  3. Provides documentation of construction progress including, but not limited to shop drawings, manpower, schedules, delays, changes, and payments. Ensures project records include certified payroll, and certificates of insurance are properly submitted.
  4. Prepares Board reports as related to construction projects, in conjunction with the Business Services department.
  5. Acts as liaison between contractors and design consultants during construction to resolve problems and to maintain project schedules and budgets.
  6. Coordinates and performs final inspection of projects and participates in punch-lists; secures documents for final close out; certifies completion and prepares close out forms for projects; and reviews projects prior to end of warranty period for non-compliance items. Obtains a certificate of occupancy for each major project.  Acts as liaison with city code inspectors and fire marshal. Ensures compliance with all IEPA standards.  Monitors Leadership in Environmental and Energy Design efforts.  Assists in producing all requests and reports to the Illinois Community College Board required for new construction.
  7.  Develop and implement long term strategic planning in areas of responsibility, including participation in the master planning process.  Associate chair for the capital planning committee.  
  8. Works to serve as back-up to the Director of Operations and the Director of Grounds & Custodial Services.
  9. Supervises, disciplines, and assigns work to the Construction Projects Coordinator.

  1. Perform other job-related duties as assigned which pertain to the job description.
  2. Ability to work a flexible schedule which includes days/evenings/weekends as needed by the department.
