SALARY RANGE: $105,000 - $115,000/Level III-A FLSA: EXEMPT
IMMEDIATE SUPERVISOR: Executive Dean for Career, Technical & Community Development
SCHEDULE DETAILS: Full-time/12 month position/PSRS
This position contributes to night meetings or weekend events, as needed.
Position Summary
This position provides leadership and assumes responsibility for all aspects of the Career Center and Middle College Programs and serves as an operational partner to enrolled high school students in the Alliance for Healthcare Education. These programs provide secondary students multiple alternative options to traditional high school through integrated college enrollment that promote employability skills to enhance college and career readiness. The College Director develops processes, curricula, and operating procedures, while also providing administrative oversight and support. The essential functions of this position require a physical presence onsite.
Essential Job Duties
- Provide administrative oversight of academic and student service functions for secondary school programs offered on-site at OTC campuses and centers.
- Exercise initiative and assess departmental workload, prioritize workflow, and use independent judgment to support effective daily operations.
- Serve as an advocate for high school programs that promote overall student success and retention.
- Demonstrate a positive attitude and foster a supportive culture.
- Coordinate with other departments to facilitate effective operations.
- Supervise and evaluate assigned personnel.
- Monitor compliance and provide data collection for the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) as required by the Missouri Department of Elementary & Secondary Education (DESE).
- Create and maintain effective relationships with area school partners, DESE, college departments, technical education, community partners, and area employers.
- Implement an effective marketing, recruitment, selection, and admission process for Career Center and Middle College.
- Manage the effective implementation of the master schedule and all courses required for high school graduation and technical education coursework.
- Develop, coordinate, and promote access to programs and services for at-risk secondary students.
- Responsible for instructor onboarding, monitoring and compliance of DESE teacher certification; serves as designated DESE certification officer for the college that operates its own training program; coordinates New Teacher Institute (DESE).
- Prepare, submit, and maintain program approvals for secondary programs.
- Direct the collection, preparation, and submission of data to DESE and area schools.
- Collaborate with local business partners to establish internships and career readiness experiences.
- Plan, promote, and raise awareness of the Career Center and Middle College programs within the community through public speaking engagements and interactions (local community events, civic organizations, clubs, and school visits).
- Coordinate and conduct annual consortium stakeholder meetings (administrators, counselors).
- Participate in grant writing opportunities to raise funds for the programs and work with the OTC Foundation to seek financial support.
- Participate in the recruitment and selection of faculty and staff.
- Assist in program approval for post-secondary CTE programs through DESE by researching and recommending equivalent classification of instructional programs.
- Assist with intersession, summer school and service-learning days.
- Assist with all high school program services including campus tours, student orientation, assemblies, graduation, special events, and retention efforts for the technical education division.
- Exhibit exemplary attendance and punctuality.
- Comply with college policies and procedures.
- Perform other duties as assigned, including attending college functions, serving on committees and attending community events.
Non-Essential Job Duties
- Prepare an OTC annual planning report and budget request.
- Pursue professional development and maintain appropriate professional certification, as necessary.
- Participate in institution-wide strategic planning.
Required Knowledge, Skills & Abilities
- Master’s degree in secondary school administration from a regionally accredited institution of higher learning.
- Valid Missouri teaching certificate with Principal certification (secondary/grades 7-12) from the Department of Elementary & Secondary Education.
- Five years of demonstrated leadership as a school administrator in a secondary setting.
- Five years of relevant work experience in teaching.
- Knowledge of school accountability structure and evaluation of schools.
- Demonstrated ability to work and communicate effectively with business and industry, outstanding leadership and management skills, and understanding of teaching pedagogy.
- Ability to work without direct supervision and able to use discretion to determine the need for escalated administrative involvement.
- Ability to work well with others.
- Strong oral and written communication skills.
- Ability to use information technology for professional productivity, including word processing, electronic communications, databases, spreadsheets and presentations.
Preferred Knowledge Skills & Abilities
- Doctorate degree in Secondary School Administration from a regionally accredited institution of higher learning.
- Three years of relevant work experience with at-risk student population.
- Demonstrated ability to increase student retention and success.
- Understanding of the Career and Technical Education field.
- Experience with Colleague.
- Experience working within a collegiate setting.

Environment: Work is performed primarily in a standard office setting with frequent interruptions and distractions. Requires extended periods of time viewing computer monitor or standing; may require adjustment of schedule to include some evening and/or weekends; may encounter occasional exposure to inclement weather during travel.
Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard.
