About the OneCouncil Program

The OneCouncil program is a core system replacement program designed to modernise operations, mitigate risk and improve service delivery across Council. The program is governed by an internal Steering Committee chaired by the Chief Executive Officer. To support strong governance and oversight, the Steering Committee includes an Independent Advisor.

The Role

The Independent Advisor is a non-voting position that provides independent advice, oversight and expert guidance to the Steering Committee.

Working closely with the Committee Chair and members, the Advisor will:

  • Provide impartial advice and constructive challenge on program risks, controls and delivery strategies.
  • Offer independent perspectives on governance arrangements, program management and reporting.
  • Advise on key operational, financial and reputational risks.
  • Review critical program documentation, including business cases, risk registers, benefits realisation plans and progress reports.
  • Support oversight of compliance with legislation, policies and Council directives.
  • Contribute to the ongoing effectiveness of the Steering Committee.

The Advisor must remain independent from program delivery and ensure advice is objective and free from conflicts of interest.

Skills and Experience

Council is seeking an individual with:

  • Experience serving on a Project Board or similar governance committee within a large, complex organisation.
  • Extensive experience overseeing large-scale, technology-driven programs with organisation-wide impact (ideally ERP implementations and/or billing system replacements).
  • Strong knowledge of project governance and best practice project and change management methodologies (e.g. Prince2, PROSCI, PCI or equivalent).
  • Experience in risk management, financial oversight and benefits realisation in major programs.
  • Relevant tertiary qualifications.
  • A strong commitment to integrity and governance excellence.
  • Excellent communication and stakeholder engagement skills.

Term and Meeting Requirements

  • 18-month term, with the possibility of extension.
  • Monthly meetings (approximately 12 per year), 1–2 hours in duration, typically during business hours.
  • Additional meetings as required.
  • Attendance at a minimum of 75% of meetings in person (virtual attendance by prior arrangement).
  • Papers distributed three business days prior to meetings and expected to be read in full.

Remuneration

A sitting fee of $12,000 per annum will be paid quarterly (in arrears) on a pro-rata basis.
