About the Role
The role leads the design, implementation, and oversight of monitoring, evaluation and learning (MEL) frameworks, generating insights to inform executive decision-making, demonstrate return on investment, and support project scale and sustainability across all employer segments.

Duties
It’s an exciting time at icare where no two days are the same; as an Evaluations Specialist you will:
• Design and implement fit-for-purpose MEL frameworks and evaluation strategies for major prevention initiatives
• Lead or commission independent evaluations of multi-year innovation projects and pilots
• Collaborate with data analysts, research partners, and internal stakeholders to define success metrics and outcomes
• Develop and present ROI findings and evaluation insights for executive, government, and public reporting
• Manage evaluation budgets and external evaluation provider contracts
• Represent icare at external forums and maintain collaborative relationships with partners (e.g., universities, research institutions)
• Provide technical evaluation guidance across segments and project phases
• Contribute to the scoping and design of new initiatives by embedding evaluation plans and critical checkpoints.
• Translate complex findings into practical insights that support project scale and implementation
 
Skills & Experience 
• Proven experience leading MEL or evaluation of complex public programs or prevention initiatives
• Expertise in evaluation methodologies (e.g., theory of change, impact evaluation, developmental evaluation)
• Strong analytical, stakeholder engagement, and communication skills
• Experience managing external vendors or evaluation providers
• Ability to work independently and provide strategic insights to senior leaders.
