Applications are invited for appointment as Assistant Technical Director (with a functional title of Programme Director) in the Hong Kong Jockey Club Global Health Institute (HKJCGHI), School of Public Health (Ref.: 531709), to commence as soon as possible, on a two-year fixed-term basis, with the possibility of renewal subject to funding availability and satisfactory performance.

 

Applicants should possess a doctoral degree in Microbiology, Pharmacy, Public Health, or related disciplines, along with 10–12 years of specialized experience, including at least 8 years of managerial experience with a proven track record of leadership. They should have substantial experience in epidemic and pandemic preparedness, ideally including fieldwork in low- and middle-income countries (LMICs), as well as working in or with international organizations. Demonstrated technical expertise and leadership in managing large-scale epidemic preparedness planning, including integrating climate change and antimicrobial resistance considerations, is essential. Additionally, excellent interpersonal and communication skills, strategic thinking, and organizational abilities are required. Preference will be given to candidates with experience in grant acquisition, managing multi-stakeholder collaborations, and working within a university or similar research environment.

 

The appointee will lead the HKJCGHI components of the International Vaccine Institute’s (IVI) Epidemiology, Public Health, and Impact (EPIC) Unit, managing the team and overseeing program delivery in close coordination with the HKJCGHI Co-Directors and partners. He/she will liaise with colleagues at IVI EPIC Unit in Seoul, including Department Heads, in-country partners, and collaborating centers, integrating the HKJCGHI EPIC research and programmatic activities in Hong Kong with the overarching IVI work in Seoul. As the senior technical lead for epidemic and pandemic preparedness, the appointee will integrate climate change and antimicrobial resistance into program strategies. He/she will develop, plan, and coordinate joint research projects among HKJCGHI partners, ensuring successful implementation and completion. Additionally, the appointee will identify and pursue funding opportunities, leading successful grant applications to support research and program growth. He/she will build and manage external collaborations with public health agencies, donors, and international stakeholders, provide expert advice on epidemic preparedness to internal and external stakeholders, and represent the HKJCGHI-IVI at international forums. Additionally, he/she will play a key role in formulating policies and strategies, contributing to the advancement of the HKJCGHI’s mission.

 

HKU has partnered with IVI and The University of Cambridge to establish the HKJCGHI, funded by the Hong Kong Jockey Club Charities Trust. IVI is a nonprofit international organization dedicated to vaccines and vaccination for global health. The EPIC Unit of IVI coordinates the epidemiology, pandemic preparedness and capacity building work streams of the HKJCGHI. These areas of work are aligned with HKJCGHI activities of the EPIC Unit in Seoul. The incumbent will work on a day-to-day basis to manage this integrative approach to the work activities and lead the establishment of the HKJCGHI-IVI office at HKU.

 

A highly competitive salary commensurate with qualifications and experience will be offered, in addition to annual leave, medical, and other benefits. The appointment will attract a contract-end gratuity and University contribution to a retirement benefits scheme totaling up to 15% of basic salary.
