Assistant Finance Manager in Office Management and Payroll Team of the Finance and Enterprises Office (Ref.: 534066)

The Role

The appointee will work in the Payroll portfolio to provide assistance in the following areas including but not limited to:

  • Supervising and leading a team to ensure accurate and timely payroll processing and staff benefits administration;
  • Overseeing the smooth operation of payroll functions, including employer’s remuneration returns, MPF administration, and retirement benefits schemes;
  • Ensuring compliance with Hong Kong tax laws, MPF and labour regulations;
  • Handling payroll audits, reporting, and reconciliations;
  • Preparing regular and ad-hoc financial reports and variance analyses;
  • Preparing financial highlights, forecasts, projections and performing in-depth analyses to support strategic decision-making;
  • Handling and resolving inquiries on payroll related matters in accordance with established policies and procedures;
  • Assisting in system development and enhancements;
  • Participating in resource planning, staffing, and team development initiatives;
  • Managing payroll system improvements and automation; and
  • Performing any other ad hoc duties as assigned.

 Qualifications and Qualities

  • A recognized degree in the Accounting, Finance or a related discipline;
  • A professional accounting qualification with at least 6 years’ post-degree experience with a minimum of 3 years at supervisory level;
  • Strong knowledge and work experience in payroll, salaries taxation, MPF contribution/administration, and retirement benefits schemes;
  • Advanced hands-on experience in PeopleSoft payroll modules;
  • Proficiency in PC and accounting software applications such as Oracle Financials, PeopleSoft, Microsoft Dynamics and QlikView, or other business intelligent systems;
  • A good command of English and Chinese (preferably with Putonghua);
  • Strong communication and analytical skills;
  • A mature and detail-oriented personality;
  • Multi-tasking and time-management skills;
  • The ability to work independently and in team; and  
  • Integrity in working with confidential information is a must.  

 What We Offer

The appointment will be made on fixed-term full-time contract for 2 years, to commence as soon as possible with the possibility of renewal. A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme, totalling up to 10% of basic salary. Other benefits include annual leave and medical benefits. Shortlisted candidates will be invited to attend a written test and an interview.
