Town Planning Manager / Assistant Town Planning Manager (at the rank of Technical Manager I / II) in the Estates Office (Ref.: 537492)
We are looking for a Town Planning Manager / Assistant Town Planning Manager (at the rank of Technical Manager I / II) to join the Estates Office.
The Role
Reporting to the Assistant Director of Estates, the appointee will be responsible for town planning, land administration and development, and campus planning matters of the University.
The appointee will support the University’s strategic development objectives by identifying and evaluating development opportunities; undertaking land-use research, feasibility assessments and planning studies; securing relevant statutory planning and land approvals; and coordinating consultants, professional advisers, Government departments and other stakeholders on land, planning, urban design and related technical matters. The appointee will provide professional advice to senior management on the strategic, optimal and sustainable use of the University’s land and property assets and perform other assigned duties.

Qualifications and Qualities
Applicants should possess:
- A recognised university degree in Town Planning, Urban Planning / Design or related disciplines;
- Corporate Membership of the Hong Kong Institute of Planners (HKIP), or an equivalent professional qualification with relevant work experience in Hong Kong planning practice;
- At least 5 years’ relevant post-qualification experience, preferably with experience in a supervisory, managerial or project leadership capacity;
- Sound knowledge of Hong Kong’s statutory planning system (in particular master planning, planning applications, rezoning applications and related technical assessments) and land administration matters;
- Proven experience in liaising with Government departments, statutory authorities, consultants and other stakeholders;
- Good stakeholder management, communication, analytical, presentation and report writing skills;
- The ability to work independently, exercise professional judgement, solve complex problems and manage multiple assignments proactively;
- Proficiency in Microsoft Office applications;
- An excellent command of written and spoken English and Chinese; and
- Working knowledge of Geographic Information Systems (GIS) (e.g. ArcGIS) and Graphic Design Software (e.g. AutoCAD, Photoshop and SketchUp) would be an advantage.
Those with less experience or lower qualifications may be considered for appointment as Assistant Town Planning Manager (at the rank of Technical Manager II).
What We Offer
The appointment will be made on fixed-term full-time contract for 2 years, to commence as soon as possible with the possibility of renewal subject to satisfactory performance. A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme at 10% of basic salary.
