The Operations Manager is responsible for managing administrative operations and customer service supporting the Veteran Affairs (VA) benefit processing function at the Department of Military and Veteran Programs (DMVP) Centennial Campus (CC). This includes the department’s workflow processes and integration to ensure the highest quality student services supporting all military, veteran and mil/vet family members attending Pikes Peak State College (PPSC).

The college offers the possibility for alternative work arrangements such as flexplace, remote work, or flextime scheduling upon completion of training and department needs.

Minimum Qualifications

  • Completed Bachelor's degree from a regionally accredited institution OR completed Associate degree from a regionally accredited institution with two years of professional level experience performing similar duties to those described for this position.
  • Two years of supervisory experience.

Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge.  Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.

Preferred Qualifications

  • Three or more years of supervisory experience.
  • Project or program management experience.
  • Demonstrated experience in Excel or other data tracking systems.
  • Demonstrated leadership and academic management.
  • Veteran, dependent, or currently serving in guard or reserve of one of the uniformed services in the DoD.
  • Experience serving military and veteran students, workforce, or employment services.
  • Experience with Ellucian Banner or other student information systems.
  • Experience working in an education industry.
  • Bi-lingual in Spanish or another Latin-based language.

Essential Functions 

Operations Management

  • Manages administrative operations to achieve the department’s daily workflow processes.
  • Serves as a department resource with demonstrated understanding of Department of Defense (DoD) Tuition Assistance and VA education benefits; provides direction and guidance to students as required.
  • Develops and maintains standard operating procedures for all service aspects of the operations on PSFB to ensure high professional standards are met.
  • Coordinates and integrates DMVP service processes with other departments within the college who also provide a support role to students.
  • Assesses processes and procedures in the CC office to ensure they comply with VA, PPSC, Colorado Community College System, and Colorado Department of Higher Education regulations.
  • Supervises the administrative staff and work study employees supporting students using the DMVP services at the CC office.
     
  • Conducts audits of internal processes specific to the VA process, customer service, and
    academic advising.
  • Hires VA work study employees as needed to provide sufficient student employee support to provide quality service for all students using DMVP services.
  • Develops and maintains standard operating procedures supporting the VA benefit process.
  • Establishes and implements training plans for administrative staff and VA work study employees.
  • Integrates CC academic advisors’ efforts with the School Certifying Official (SCO) team to ensure consistency of service for all student clients of the DMVP.

General Duties, Skills, Knowledge, and Abilities

  • Cultural competence and demonstrated evidence, understanding, and commitment to the concepts of diversity, multiculturalism, and their application in the workplace.
  • Leads and manages the service desk and service process.
  • Demonstrates understanding of and certifies VA education benefits as a SCO.
  • Synchronizes VA processes with DMVP Veteran Benefits Coordinator.
  • Updates and maintains department reports; manages file documentation and archiving.
  • Prioritizes, manages and completes multiple projects simultaneously.
  • Serves as primary DMVP point of contact for support activities completed by the department for the college.
  • Supports all DMVP community building events as required. These include but are not limited to: Student Veteran Organizations events, Veterans Day weeklong events, Brown Bag transition workshops, and VA benefits orientations.
  • Facilitates event support with DMVP Student Success Coordinator.
  • Sets up and manages DMVP staff meetings.
  • Coordinates with Facilities and Information Technology for concerns affecting daily CC operations.
  • Adherence to college policies and procedures.
  • Ability to travel to multiple campuses to support department needs.
