Our Parking Enforcement Officers (PEOs) perform a wide range of duties to contribute to a safe and welcoming campus environment. In addition to patrolling University parking lots in state vehicles, by foot, and by bicycle to ensure parking regulations are followed, the PEOs assist motorists on the university campus by performing jump starts, assisting with lockouts, and providing directions to various points on campus.

While patrolling, PEOs respond to customer concerns such as meter malfunctions and illegal parking, use a handheld computer to issue parking citations, and assist with vehicle boot hardware installs when appropriate. Our PEOs proactively monitor the status of parking-related signs on campus, collect meter money, and perform maintenance on meters as needed. PEOs also support the tagging, collecting, storing, and retrieving bikes left on campus, as appropriate.

Reporting to the Parking Enforcement Supervisor, PEOs use technology (two-way radio, handheld computer) and follow established safety protocols (wear a department uniform with body camera) to complete their work safely and efficiently.

As designated emergency personnel, our PEOs play a key role in working special events supported by the university (e.g. graduation and football games) and assist with snow removal during inclement weather. Events like these can lead to additional hours outside the normal work schedule and supplemental pay.

The incumbent also performs other duties as requested; takes initiative to support a healthy work environment; strives to fulfill the terms in the Standards of Business Conduct; exemplifies Virginia Tech’s Principles of Community; and supports the university’s motto, Ut Prosim (That I May Serve).

Required Qualifications

• Customer service experience with a proven ability to work with diverse customers.
• Strong interpersonal communication skills.
• Strong attention to detail.
• Ability to deal with conflict situations calmly and professionally.
• Basic computer skills.
• Ability to use a handheld device and printer without supervision.
• Must possess a current valid driver's license with no restrictions.
• Ability to safely operate a motorized vehicle and/or a bicycle.
• Ability to move and handle up to 25 lbs. or more.
• Ability to stand and walk for long periods of time.
• Ability to work in a variety of weather conditions.
• Availability to report to work during inclement weather conditions.

Preferred Qualifications

• Familiarity with the Virginia Tech campus.
• Previous security, parking enforcement, or related experience.
• Knowledge of university parking rules and regulations.
• Data entry experience.
• Experience using a two-way radio.
• Experience working in a higher education environment.

JOB DUTIES

Issue Parking Citations (60%)
• Issue parking citations and warnings to violators by data entering customer information into a handheld computer.
• Print citations and ensure all information entered is correct before placing the parking citation securely on the vehicle.
• Use License plate recognition (LPR) to assist in detection of potential parking violations and scofflaws.
• Responsible for taking detailed photos that coordinate with each citation issued.
• Enforces university parking regulations while patrolling assigned areas.
• Communicates and verifies information with the Parking Services Dispatcher to ensure information is accurate.
• Receives and disseminates parking information using a portable two-way radio.
• Answers parking complaints from Parking Dispatch and takes the correct action to remedy the situations - ensuring that these actions are within Parking Services policies.
• Conducts BOL (Be on the lookout) packets to identify vehicles that should be towed and/or booted for balance and number of citations within a semester.
• Installing/removing boot hardware to vehicles if the customer is eligible.
• Assisting with towing vehicles when needed and conducting proper paperwork for each one.
• Consistently wears the department uniform and maintains university equipment to the highest standard, including the vehicle, two-way radio, iPad, body camera, and printer.

Customer Service/Public Relations (15%)
• Performs special assignments as required, including reservation of parking spaces, jumpstarting vehicles, unlocking car doors, collecting meter money, conducting sign inventory, and directing high volume vehicle traffic during special events.
• Ensure all correct paperwork for each is completed.
• Installs/retrieves signs, reserves spaces using cones/barricades, and bags meters for special events.
• Assists Campus Police with traffic and parking situations as needed.
• Conducts regular equipment inventory and is responsible for maintenance of all equipment (vehicles, bikes, radios, uniforms, body camera.)
• Tags, collects, stores, and retrieves abandoned and found bicycles on campus and ensures that they are logged and documented.
• Bicycles are stored on campus according to university policy.
• Provides parking information to the public as required in a professional, knowledgeable, competent, and friendly manner.
• Provides positive customer relations for university clientele.
• Provides superior customer service while giving helpful information to the public, many of whom are first-time visitors and potential students, which directly impacts the university.
• Conducts lost/stolen permit surveys to locate and identify vehicles with lost/stolen permits on display.
• Handles irate and upset customers professionally and competently.
• Responsible for activating body camera when approached by a customer.

Data Entry (15%)
• Enters data into the handheld computer to issue tickets.
• Accesses different fields of information in the handheld units to verify car and permit information; if this information is incorrect, take the proper procedural steps to correct it.
• Makes decisions on types of tickets to issue or not to issue a ticket based on the information from the handheld or dispatcher.
• Responsible for reviewing error logs for mistakes to minimize data entry errors.
• Enters data into the handheld computer on cars that are not in the system, tag number, type, and state.
• Must print citation log and upload/download at the end of each shift.
• Responsible for notifying Parking Services Manager of any problems with handheld, printer, body camera, or downloading of citations.
• Responsible for entering accurate leave information into the time clock leave reporting system.

Special Events & Other Duties (10%)
• Works special events on campus such as graduation, move-in/out, football games, orientation, April 16th memorial events, and other events supported by the university.
• Distributes proper signage on campus for various events and lot closures.
• Assists with snow removal during inclement weather on campus.
• Performs back-up gate maintenance as needed.
• Required to complete and remain current on first aid, defibrillator, and CPR training.
• Removes loose trash, empty trash cans, and wash lids.
• Wipes down elevators as needed with stainless steel cleaner.
• Sweeps and vacuums parking deck stairwells.
• Washes stairwell ledges and rails.
• Collects leaves and remaining trash from the garages using a leaf blower.
• Washes windows.
• Shovels snow from entrances as needed.
