Job Description

The Export and Secure Research Administrator (ESRA) provides administrative support for the Office of Export and Secure Research Compliance’s export controls and sanctions compliance program. The person in this position will coordinate with the Associate Director, Export Controls and Sanctions, to develop, test, maintain, and update policies and procedures as necessary to ensure compliance with applicable regulations. The ESRA will track and monitor changes to export control and sanctions regulations, including but not limited to: International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Foreign Assets Control Regulations (FACR), Nuclear Regulatory Commission (NRC), Department of Energy (DoE), Controlled Unclassified Information (CUI) and National Industrial Security Policy Operating Manual (NISPOM). OESRC serves as the primary unit at the university responsible for risk management for these types of high-risk data categories, and the export controls and sanctions compliance program is necessary to provide subject matter expertise to fulfill this responsibility. The duties for this ESRA position will primary be focused on agreement reviews for export controls, sanctions, and research security compliance, to include sponsored research agreements, outreach and international affairs agreements and procurement agreements and transactions. Other duties include, but are not limited to, operations manual and website monitoring for updates to procedures, guides and documentation, maintaining current knowledge of numerous US Government (USG) regulations identified within Policy No. 13045, and providing export control and sanctions training to university faculty, staff and students. The ESRA will have demonstrated exceptional communication skills, close attention to detail and ability to multitask with numerous processes throughout the day. This position will provide timely and professional customer service to process stakeholders. The ESRA must possess the ability to work efficiently while exercising sound judgement in performing duties in accordance with established policies and procedures to ensure compliance with regulatory requirements.

Required Qualifications

*Bachelor's Degree in Science, Engineering or related field(s) or significant equivalent experience
*Demonstrated experience with agreement reviews, negotiations, or export control and sanctions determinations
*Must be a US Citizen capable of obtaining and maintaining a US Government security clearance of Secret level

Preferred Qualifications

*Experience working at an institution of higher education
*Holds current industry recognized export control certification (required for Senior level consideration)
*Demonstrated experience analyzing and communicating complex technical language and specifications (required for Senior level consideration)
*Demonstrated experience in developing, implementing, and maintaining policies and procedures (required for Senior level consideration)
*Demonstrated experience working with restricted party screening tools and resolving alerts (required for Senior level consideration)
*Experience reviewing, evaluating, or negotiating U.S. Government or commercial grants, cooperative agreements, or contracts (required for Senior level consideration)
*Demonstrated working knowledge of export and sanction regulations or controlled unclassified information, including experience working with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) or Office of Foreign Asset Controls (OFAC) (required for Senior level consideration)
