Job Description

The Virginia Tech National Security Institute (VTNSI) seeks a Project Specialist to support its operations in Blacksburg, VA and Arlington, VA.

Qualified candidates for the Project Specialist position at VTNSI will have limited project management experience and/or prior administrative/fiscal experience. This position can be located at either our Blacksburg, VA campus or Arlington, VA offices.

This position will support the PMO, which is responsible for both the development and execution of research programs in coordination with Principal Investigators (PIs). This position assists with project budgets, coordinating team meetings, compiling reports, tracking the status of technical milestones, and communicating with internal stakeholders. In addition, the Project Specialist will provide proposal development support as part of the PMO team and reports to a Program Manager or Proposal Manager.

Responsibilities include:
• Assist with allocation and funding of graduate and undergraduate students on sponsored research projects
• Utilize Virginia Tech business tools such as HokieMart, MicroStrategy, and ChromeRiver to assist with the keeping of records related to travel and expenses for projects
• Manage project personnel loading, project deliverables and risk tracking, and project expenditures such as purchasing and travel
• Provide support to the VTNSI Proposal Manager in development of proposal budgets and cost justifications
• Assist with proposal submissions and entering data into internal business tools such as Summit.
• Track security requirements for projects subject to export controls and work with the Office of Export Control and Secure Research Compliance to ensure project participants adhere to protocols outlined in each project’s Technology Control Plan.

Required Qualifications

• Bachelor's Degree or a combination of commensurate education, skill and experience
• Strong interpersonal skills in dealing with a diverse set of constituent groups at multiple tiers within and external to the organization
• Strong communications skills
• Demonstrated ability to set and manage multiple priorities, tasks, and deadlines simultaneously
• Capability to take on broad tasks, identify the steps necessary to execute them, ensure their proper execution, and succinctly convey their results.
• Proficiency in office suite tools such as word processing, spreadsheets, and presentations
• Given the nature of work conducted by VTNSI and requirements from federal sponsors, candidates must be U.S. Citizens.

Preferred Qualifications

• Bachelor's Degree in a related technical or professional field with limited work experience in an administrative and/or financial setting or a master’s degree with no work experience
• Some experience supporting federally or industry funded projects;
• Experience working in an academic research environment, preferably higher education
• Capability to perform budgetary tasks including planning, expenditures, reconciliation, and reporting
• Experience working in proposal preparation and submission.
