Job Description

The Facilities Design and Construction (FDC) Operations Manager serves as a principal advisor and operational leader for the Assistant Vice President for FDC (AVPFDC). The position provides critical support through strategic planning, operational management, and executive coordination across capital construction, non-capital construction, design, and construction field operations. The incumbent is responsible for developing, interpreting, and implementing administrative policies; managing operational and business processes; providing project and program support; and ensuring effective communication within FDC and between FDC and other Facilities and university units.

The Operations Manager independently leads a wide range of complex administrative, planning, and reporting activities; prepares high-level reports and briefings for university leadership; manages operational budgets; oversees office functions; supervises support staff; and coordinates strategic initiatives and executive schedules. The role requires the proven ability to handle sensitive or confidential discussions with sound judgment, integrity, and discretion; excellent interpersonal skills to communicate, collaborate, and build strong professional relationships at all organizational levels; and a strong commitment to customer service and stakeholder support.

Success in this position requires exceptional communication skills, strong analytical and critical-thinking capabilities, and the ability to solve problems with attention to detail while maintaining awareness of broader organizational context. The incumbent must demonstrate the ability to manage multiple priorities, delegate tasks effectively, and organize complex workflows in a fast-paced environment. The role demands a highly detail-oriented, action-driven, and continuous-improvement mindset, with the capacity to operate independently while sustaining strong communication and collaboration across the organization.

Required Qualifications

• Advanced degree in business, public administration, or a related field; or an equivalent combination of education and experience.
• Experience serving as an operations manager/coordinator/assistant, project manager/coordinator/assistant, or program manager/coordinator/assistant, or in a comparable role supporting an executive, team, or complex project environment.
• Experience coordinating logistics for meetings, events, and/or programs.
• Experience in administrative operations, including workflow management, resource coordination, and/or process support.
• Demonstrated ability to draft, edit, and produce professional correspondence, reports, and presentations.
• Strong written and oral communication skills, with the ability to clearly articulate complex or technical information to diverse audiences.

Preferred Qualifications

• Administrative experience in higher education or the public sector, such as office management, contract support and administration, or policy management.
• Knowledge of federal and state regulations relevant to a university or public institutional environment.
• Working knowledge of university governance, organizational structures, policies, and procedures.
• Experience using systems such as SharePoint, AssetWorks, or comparable administrative or asset-management platforms.
• Experience in construction project management or construction administration, preferably within a higher education setting.
• Familiarity with the Commonwealth of Virginia Construction and Professional Services Manual.
