Job Summary/Basic Function:

Supervises team of administrative professionals for department, college or division. Works with management team to identify, develop and implement strategic plans to achieve goals, including staffing, operational and financial analysis, reporting and planning.

This position will be expected to work in-person from Boise State’s campus 40 hours/week.

Relocation assistance will be the responsibility of the employee. 

Department Overview:

APEX Idaho offers no-cost, confidential, one-on-one technical assistance for small businesses in Idaho in all aspects for selling to the federal, state, and local governments. APEX Idaho works with the Idaho SBDC.

The Idaho SBDC offers a network of six regional centers to serve the needs of Idaho’s small
businesses and entrepreneurs. The Idaho SBDC provides professional, no-cost, confidential
consulting to businesses across Idaho to help them grow and thrive.

Level Scope:

Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Manages experienced professionals who exercise latitude and independence in assignments. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and campus wide goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls with a focus on policy and strategy implementation. Manages systems and procedures to protect departmental assets and requires practical knowledge in leading and managing the execution of processes, projects and tactics within one area.

Essential Functions:

60% of the time the APEX State Program Director must:

  • Supervise staff; assign projects, manage workload, provide training and identify relevant professional development opportunities and conduct annual evaluations and goal setting.
  • Oversees employment and other administrative services. May supervise the work of employees and provide feedback and counsel to improve efficiency and effectiveness. Attends meetings as a member of the management team. Implements actions for improvement and practical solutions as approved by management.
  • Provide leadership, coordination, and management in the areas of: reporting and analytics, account operations, account technology platforms, special initiatives and process improvements.
  • Leads and facilitates communication of best practices, policies, procedures and initiatives. Mentors and coaches team members to further develop competencies.
  • Manages finance and budget processes and procedures.

35% of the time the APEX State Program Director must:

  • Leads and directs APEX Accelerator planning for delivery of outreach programs to assist
    Idaho businesses. This includes a lead center and additional sub-centers located throughout
    the state. (3+)
  • Responsible for negotiating Statewide performance metrics with the Department of Defense.
  • Sets and monitors critical measures with the team to ensure that the network delivers
    outputs and impacts per expectations and requirements.
  • Evaluate the success of consulting and training to determine client satisfaction and the impact
    of consulting. Adjusts consulting and training as necessary to maximize impact.
  • Engage economic development and business partners to leverage APEX’s impact. Develop
    a referral network with the businesses and community.
  • Coordinates the efforts of the Idaho APEX with other Federal and State agencies to provide
    the highest level of service possible for Idaho businesses. This includes a wide array of
    federal, state, or local agencies.
  • Meets with Congressional offices to provide program updates and coordinate program
    delivery.
  • Develops an annual proposal for funding from the Department of Defense and prepares
    budgets, in conjunction with the SBDC State office, and presentations to key stakeholders.
  • Manage all program expenditures adhering to annual budget and spending regulations set by
    DoD, BSU, and the Uniform Federal Guidelines.

5% of the time the APEX State Program Director must:

  • Perform other duties as assigned.
Knowledge, Skills, Abilities:
  • Experience supervising professional staff in addition to knowledge of inclusive and effective recruitment.
  • Experience in coaching, mentoring and supervising staff.
  • Ability to effectively present information.
  • Excellent interpersonal skills to build positive working relationships across management and functions.
  • Experience analyzing and interpreting complex documents and situations.
  • Requires advanced knowledge of financial terms and principles.
Minimum Qualifications:

Bachelor's degree or equivalent plus 5 years experience in similar work, including 1 year of managerial experience

Salary and Benefits:

Salary range is $76,190.40 to $95,243.20 annually, commensurate with experience.
