Job Summary/Basic Function:

The purpose of the Parking and Compliance Manager is to administer and manage the overall day to day parking and transportation operations for all of the Boise State campus. This position oversees the Transit Office ensuring the best customer service is provided to students, staff, faculty and visitors to Boise State. This position also oversees the Compliance Team, ensuring all state regulations and Boise State policies are upheld in regards to parking on campus. This position assists the Associate Director with the management of parking and transportation related to administration, personnel, information systems, general office management and training. The Parking and Compliance Manager also develops new programs, policies, and completes critical special assignments as needed.

Campus Security Authority: This position is identified as a “Campus Security Authority (CSA)” per the federal law known as the Clery Act. Per this law, the employee is required to report any crimes that they become aware of to the Clery Compliance Officer. Additionally, CSAs are required to complete annual training prescribed by the Clery Compliance Officer.

Level Scope:

Provides direct supervision typically to professionals or skilled technical employees at the entry or intermediate level. Functions as advisor to unit and administration and sets goals and objectives for team members for achievement of operational results. Analyzes and resolves problems through drawing from prior experiences. Interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of campus resources (operational, financial, and human) in compliance with departmental goals and objectives.

Essential Functions:

Public Safety Standard Employee Responsibilities
● Ensures customer service for the entire Department and campus community.
● Engages in Departmental problem-solving for organizational issues; makes recommendations for Department efficiencies and advancement.
● Plans and coordinates a variety of special administrative projects and assignments.
● Renews job knowledge by reading professional journals, participating in educational opportunities, and belonging to professional organizations.
● Represents the Department and the Division in select working groups, committees, and partnerships, both internal and external to the University.
● Engages the entire campus community through workshops and training programs, designed to enhance the student experience and the safety and security of all community members

Public Safety Manager Responsibilities
● Provides leadership and management of the units under the supervision and coordination of his/her chain of command.
● Includes the hiring, coaching, and termination of direct reports.
● Manages employees’ scheduling, work assignments, communication, and personnel development.
● Evaluates employee performance, gives regular feedback, and conducts annual performance reviews.
● Leads a unified team for the entire unit, assisting with communication, team building, professional development, incentives, and compensation review programs.
● Ensures customer service for the entire campus community, as well as the general public.
● Monitors work activities to ensure compliance with policies and procedures. Makes recommendations for changes and improvements to existing standards, policies, and procedures.
● Manages workflow and productivity of personnel to ensure that the needs of the department and campus community are met.
● Design educational staff training modules that include detailed job orientation at the start of employment as well as through regular staff meetings and ongoing training to ensure regulatory compliance.
● Responds to Campus's unplanned events and emergency calls within 30 minutes.

Transit Center Operations
● Manage permit records, inventory, and financial transactions, including staff training and customer service.
● Coordinate parking programs, such as carpooling and designated reserve spaces, ensuring proper maintenance and communication.
● Maintain operational efficiency through staffing, software competency, data analysis, and proactive customer service practices.
Compliance Operations
● Manage daily compliance operations, including staff scheduling and training, and maintain accurate training materials.
● Conduct timely performance evaluations and assess equipment needs, providing recommendations for purchases.
● Perform time studies on compliance activities to accurately estimate availability and plan unit work.

Campus Relationships
● Collaborate across departments for campus events, including parking and incentive programs.
● Coordinate with Event and Maintenance units on parking facility projects, and with the Cycle Learning Center for pedestrian and cyclist safety.
● Partner with Transit Center staff to deliver high-quality customer service, focusing on detail, empathy, and perceived value.

May perform other duties as needed.

● Ability to work effectively in a fast paced environment and foster a teamwork atmosphere.
● Ability to maintain current, accurate documentation and comply with all Federal, State and local regulations, Boise State policies and procedures, and relevant industry standards.
● Knowledge, skills, and competency in working with individuals from a variety of backgrounds.
● Ability to respond appropriately and in a timely manner to emergencies and crisis situations.
● Skilled at providing workshops, training, and outreach programs.
● Competency with Microsoft Office Products, Google Suite, Smartsheet, and Parking Operations Software.
● Ability to exercise discretion when dealing with confidential matters and information.
● Has knowledge of the Department, its employees, and how the department functions.

Minimum Qualifications:

Bachelor’s Degree and 2 years experience or equivalent.

Preferred Qualifications:

● 2 years of experience in a similar type work environment.
● 2 year of supervisory experience.

Salary and Benefits:
