Job Summary/Basic Function:

The purpose of the Public Safety Analyst is primarily to support the Clery compliance and crime analysis programs on campus. This position will support the collection and accuracy of information that will be used to complete background check requests for both internal and external university partners. This position will support the Department of Public Safety hiring process, the Student Intervention Team, and the Housing and Residence Life background check process. Additionally, this position will support other Public Safety Analysts and the production of the Idaho Threat Assessment Conference.

This position is not eligible for VISA Sponsorship.

This position is not eligible for a Hybrid/Remote work schedule.

Level Scope:

Fully competent and productive professional contributor who applies acquired job skills, policies, and procedures to complete substantive assignments/projects/tasks of moderate scope and complexity. Works independently with general supervision; exercises judgment within defined guidelines and practices to determine appropriate action. May provide guidance and assistance to entry-level professionals and/or support employees.

Essential Functions:

Public Safety Standard Employee Responsibilities
● Ensures customer service for the entire Department and campus community.
● Engages in Departmental problem-solving for organizational issues; makes recommendations for Department efficiencies and advancement.
● Renews job knowledge by reading professional journals, participating in educational opportunities, and belonging to professional organizations.
● Represents the Department and the Division in select working groups, committees, and partnerships, both internal and external to the University.
● Engages the entire campus community through workshops and training programs, designed to enhance the student experience and the safety and security of all community members
● Ability to exercise discretion when dealing with confidential matters and information.
● Campus Security Authority: This position is identified as a “Campus Security Authority (CSA)” per the federal law known as the Clery Act. Per this law, the employee is required to report any crimes that they become aware of to the Clery Compliance Officer. Additionally, CSAs are required to complete annual training prescribed by the Clery Compliance Officer.

CCAU
● Fulfill and coordinate background investigations for all Department of Public Safety staff, contractors, and affiliates, including recurring updates and compliance checks.
● Conduct history checks for campus-affiliated applicants and approval processes (e.g., Housing and Residence Life, weapons on campus, and other university programs or requirements).
● Serve as the primary point of contact for internal and external stakeholders, including law enforcement agencies, requesting background or case-related information.
● Manage specialized appeals and exception processes requiring review and assessment.
● Compile, analyze, and track statistical and trend data related to all products and assessments conducted.
● Support the Student Intervention Team (SIT) and CARE Analyst with baseline record and information gathering in support of threat assessment and intervention.
● Assist with event threat assessments for high-profile, large-scale, or sensitive university events in coordination with DPS event security planning.
● Stay current on open source intelligence (OSINT), investigative techniques, and analytical tools, applying best practices to safety and threat assessment functions.
● Maintain strong communication and partnerships with campus departments (e.g., Housing and Residence Life, Title IX, Dean of Students) and external partners (e.g., Boise Police Department, regional agencies).
● Maintain familiarity with the Clery Act, HEOA, HEA, FERPA, and other relevant federal, state, and institutional regulations.

Support for Crime Analysis and Threat Assessment
● Respond to and complete public records requests related to police or public safety incidents as assigned.
● Coordinate and contribute to special projects and assignments, including the planning, logistics, and delivery of the annual Idaho Threat Assessment Conference.
● Assist with the administration, onboarding, and maintenance of the records management and analysis systems used by the Crime Analysis/Threat Assessment Unit.
● Provide support for special event monitoring, including gathering intelligence, tracking trends, and reporting relevant information to DPS operations.
● Review arrest reports, case data, and external records to determine university affiliations and potential safety implications.

May perform other duties as needed.

Knowledge, Skills, Abilities:

● Demonstrated expertise in data collection and analysis.
● Ability to maintain current, detailed documentation.
● Ability to comply with State and Federal regulations, Boise State University policies and procedures, and relevant standards.
● Ability to coordinate with faculty, staff, students, and other various personnel/agencies such as the Boise Police Department, Title IX Coordinator, Dean of Students, Athletics, General Counsel, and other key stakeholders.
● Exceptional face-to-face, telephonic, written, and online communication skills.
● Initiative and ability to work independently.
● Analytical skills to anticipate the impact of potential actions and interventions.
● Higher Education or Law Enforcement agency experience is a plus.

Minimum Qualifications:

Bachelor’s Degree or equivalent, plus 2 years of relevant experience.

Salary and Benefits:
The salary range is $55,057.60 - $68,827.20 annually and is commensurate with experience. Boise State University provides a best-in-class benefits package, including (but not limited to):

Each year, Boise State University prepares an Annual Security Report and Annual Fire Safety Report as part of the University's commitment to safety and security on campus and in compliance with the Jeanne Clery Disclosure of Campus Security Police and Crime Statistics Act.
