Job Summary/Basic Function:

This position is responsible for overseeing the Department of Public Safety’s security operations across campus, ensuring the safety and security of students, faculty, staff, and visitors. The Associate Director collaborates with university departments, facilities, and external partners to implement strategies that address campus-wide security needs, including patrol coordination, access control, and incident response.

A critical component of this role is managing campus security operations, including monitoring access points, responding to emergencies, and ensuring compliance with safety protocols. The Associate Director also works to identify and mitigate potential security risks while fostering a safe and welcoming environment that supports the university’s mission.

These responsibilities are essential to maintaining the university’s safety, security, and reputation. As safety remains the university president’s top priority, this position plays a pivotal role in protecting the campus community and ensuring a proactive approach to security management.

Campus Security Authority: This position is identified as a “Campus Security Authority (CSA)” per the federal law known as the Clery Act. Per this law, the employee is required to report any crimes that they become aware of to the Clery Compliance Officer. Additionally, CSAs are required to complete annual training prescribed by the Clery Compliance Officer.

Level Scope:

Manages a large team typically consisting of both experienced professionals and subordinate Managers. Focuses on tactical and operational plans with short to mid term focus; significant responsibility to achieve broadly stated goals through subordinate Managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Requires broad management and leadership knowledge to lead a project or program teams in one dept/job family. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines campus strategies for a program with campus wide impact.

Essential Functions:

Leadership and Management of the Security Operations Unit:
● Provides leadership and daily management of the Security Operations Unit under the direction of the chain of command.
● Supervises the Manager of Security Operations and provides operational oversight of Public Safety Officers.
● Manages all aspects of personnel, including hiring, coaching, training, scheduling, work assignments, evaluation, discipline, and termination, in accordance with university policy.
● Conducts regular performance evaluations, provides ongoing feedback, and promotes staff professional development.
● Develops and implements clear policies and procedures for the Public Safety Officer program and ensures compliance with university policy, state law, and professional standards.
● Designs and delivers staff training modules, including new employee orientation, ongoing training, and regulatory compliance requirements.
● Monitors unit operations to confirm accurate documentation, policy compliance, and consistent service delivery; recommends changes and improvements to existing standards, policies, and procedures as needed.
● Ensures adequate staffing levels to meet operational and event-related security needs, including oversight of the officer scheduling program.
● Provides operational oversight of security personnel assigned to campus events and special missions, ensuring customer service and safety expectations are met.
● Utilizes the National Incident Management System (NIMS) and the Incident Command System (ICS) to support incident response and special event management.
● Promotes teamwork across the Department of Public Safety, assisting with communication, professional development, incentives, and recognition programs.
● Plans and coordinates special administrative projects and assignments.
● Engages the campus community through workshops and training programs designed to enhance the student experience and promote safety.
● Builds and maintains positive relationships with various internal and external stakeholders, including students, faculty, staff, parents, law enforcement, and community partners.
● Maintains professional knowledge by pursuing ongoing education, reviewing professional literature, and participating in professional organizations.
● Ensures the unit maintains the highest standards of discretion and confidentiality.

Oversees the Department Exclusion Program, including Exclusion Appeals, and Weapons Policy Compliance and Coordination:
● Administer the university’s exclusion program. Ensures the exclusion process is carried out in accordance with university policy. Provides oversight of Public Safety Officers to confirm exclusions are issued appropriately, documented accurately, and communicated in a professional manner. Maintains records of exclusions, monitors compliance, and coordinates with Boise Police Department and campus partners as needed to enforce restrictions and safeguard the campus community.
● Manage the exclusion appeal process. Coordinates all aspects of exclusion appeals in accordance with university policy. Engages with the individual filing the appeal, including conducting interviews when appropriate. Initiates background checks through the Criminal Compliance and Analysis Unit (CCAU) and compiles a complete appeal packet for review by the Exclusion Appeal Committee. Receives and documents the committee’s decision, then communicates the outcome to the appellant in a timely and professional manner.
● Weapons Policy Compliance and Coordination. Manages the university’s weapons policy by reviewing and coordinating requests for exceptions in accordance with University Policy #12080. Ensures all approved requests follow established safety requirements and compliance procedures. Works closely with law enforcement partners and Public Safety staff to verify adherence to protocols, provide appropriate oversight, and maintain accurate records. Provides guidance and training to staff to ensure consistent enforcement of the policy across campus.

Investigations Oversight:
● Manages and conducts investigations into incidents occurring on campus, including safety concerns, policy violations, and criminal activity in coordination with law enforcement partners. Oversees evidence collection, interviews with involved parties, prepares investigative reports, and ensures cases are documented accurately and handled with discretion. Provides training and guidance to Public Safety Officers on investigative techniques, documentation standards, and professional practices to promote consistency and quality. Maintains accurate records, monitors case progress, and ensures investigations are completed in compliance with university policy, state law, and best practices for higher education public safety.

Other Duties:
● Collaborates with the Associate Director of Event Security Operations to ensure appropriate staffing levels for events requiring a Department of Public Safety Officer presence.
● Oversees the Security Unit’s reporting systems and dispatch operations to ensure timely and accurate communication.
● Directs the Security Unit’s officer academy, including curriculum development, training delivery, and evaluation of outcomes.
● Manages the Federal Partner Program for football games and major stadium events, ensuring compliance and effective coordination.
● Partners with the Director of Security, Police, and Event Operations on strategic planning and policy development for the Security Operations Section.
● Works closely with the Department of Public Safety’s Emergency Management team to prepare for, respond to, and mitigate crisis-level incidents on campus.
● Represents the Department and Division on selected committees, working groups, and partnerships within the university and with external stakeholders.
● Maintains professional expertise by engaging in continuing education, reviewing relevant literature, and participating in professional organizations.
● Plans, coordinates, and executes special administrative projects and assignments as directed.
● Engages in organizational problem-solving and provides recommendations for departmental efficiencies, process improvements, and program advancement.
● Develops and delivers training for staff involved in event management to promote consistent and effective practices.
● Collaborates with the Public Safety Security Analyst to prepare threat assessments and determine appropriate levels of security for the university.
● Oversees the Public Safety Drone Program, ensuring compliance with federal and university policies and effective use in operations.
● Perform other duties as assigned.

Knowledge, Skills, Abilities:

● Knowledge of security operations, patrol practices, and incident response in a campus or community environment.
● Knowledge of investigative techniques, including interviewing, report writing, and case documentation.
● Knowledge of higher education safety and security issues, including the Clery Act, Title IX responsibilities, and FERPA (preferred).
● Knowledge of executive protection practices and protocols for VIP or high-profile events (preferred).
● Knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS).
● Skill in supervising, mentoring, and developing staff, with the ability to build effective teams.
● Skill in training others on investigative procedures, security protocols, and professional response practices.
● Strong oral and written communication skills, with the ability to interact effectively with students, faculty, staff, parents, law enforcement, and the public.
● Strong organizational and time management skills, with the ability to manage multiple priorities and meet deadlines.
● Strong attention to detail and accuracy in investigations, documentation, and policy compliance.
● Analytical and critical thinking skills to assess incidents, identify risks, and recommend improvements.
● Conflict resolution and de-escalation skills, with the ability to model and train these practices.
● Ability to exercise discretion and sound judgment in handling sensitive and confidential matters.
● Ability to develop positive working relationships with campus partners, external agencies, and law enforcement.
● Ability to demonstrate initiative, creativity, and proactive problem-solving in dynamic and evolving situations.
● Ability to remain calm and make effective decisions under pressure, particularly during emergencies or high-stress situations.
● Ability to represent the department professionally in public forums, parent interactions, and campus meetings.
● Proficiency with computers and security-related systems, including incident reporting and access control platforms.
● Ability to respond to campus within 30 minutes.

Minimum Qualifications:

Bachelor’s Degree or equivalent, plus 7 years of relevant experience, including 3 years of management experience.

Preferred Qualifications:

10 years of relevant experience, including 5 years in management roles.

Salary and Benefits:
