Job Summary:

The Administrative Law Judge functions in a highly professional setting similar to a private law office. The Administrative Law Judge works semi-autonomously while acting collegially with fellow Administrative Law Judges. The Administrative Law Judge coordinates with the case management supervisor, the executive assistants and the case management team.

The Administrative Law Judge must exercise the necessary decorum and project the level of professionalism necessary to cultivate respect for the Office administrative tribunals similar to the judicial courts. The Administrative Law Judge is responsible for managing a demanding caseload of hearings across a wide spectrum of subject matter for multiple state agencies, boards and commissions (agencies) requiring knowledge of the various and relevant state and federal statutes and administrative codes for those multiple agencies.

The Administrative Law Judge must prepare and issue timely orders and administrative decisions within statutory guidelines and office policy. Decisions will have the potential to be final agency actions. The Administrative Law Judge must complete special assignments as directed by the Director/Chief, Presiding Administrative Law Judge or Assistant Presiding Administrative Law Judge.

The Administrative Law Judge must observe substantive and procedural policies of the Office and timely complete continuing legal education assignments.

Job Duties:

• Completes special assignments as directed by the Director/Chief, Presiding Administrative Law Judge, and Assistant Presiding Administrative Law Judge

• Maintains caseload of cases, hear contested cases, research issues, make decisions

• Completes self directed training and continuing legal education to enhance skills

• Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• The Administrative Law Judge must possess the legal knowledge necessary to preside over administrative hearings, involving represented and unrepresented parties

• The Administrative Law Judge must possess knowledge of law necessary to track legal requirements and precedent which impinge on the office’s mission

Skills:

• The Administrative Law Judge must possess refined skills in legal research; and must be self-motivated, able to work under changing conditions, with little need for rigid guidelines

• The Administrative Law Judge must possess legal research skills and be able to properly apply of statutes, case law, established principles, conceptual models and professional standards and precedents related to cases to resolve disputed issues

Abilities:

• The Administrative Law Judge must develop the record, rule on objections and admit relevant evidence; be able to analyze and to appraise facts and apply legal principles and precedents to complicated data; and make concise findings of fact, well-reasoned conclusions of law and decisions which can act as final agency actions

Selective Preference(s):

• Graduate of an accredited college of law with at least five years of legal experience as a lawyer, judicial judge, administrative law judge or hearing officer

• Preference for those candidates that have previously been employed as an administrative law judge

Pre-Employment Requirements:

• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)

• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
