The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Training Manager for the Division of Benefits & Medical Eligibility (DBME), Family Assistance Administration (FAA). The individual in this position will be responsible for managing the personnel day to day functions, strategic planning for the development and delivery of DBME/FAA training. This position will provide critical support to the agency by managing the administration of the Learning and Development needs for the programmatic and systems training and education critical to the DES goal of helping the Arizona Families we serve towards self-sufficiency. This position is crucial to providing ongoing training to all levels of staff, which impacts the statewide delivery of Medical Assistance, Nutrition Assistance and TANF to Arizona Families.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meetings of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Overseeing and maintaining an Office of Professional Development (OPD) delivery team.
• Managing and administrative functions for the unit within OPD.
• Coordinating monthly reports, metrics, project plans, memos, supervisor documentation, letters, and other correspondence to direct reports, management, and internal/external DES customers.
• Facilitating and attending meeting, training, problem-solving, and serves on committees and teams.
• Supervising and managing personnel staff matters assigned to DBME Delivery team.
• Managing the quality of creation, revision, and compliance to standards of delivery-related training materials.
• Tracking training through the Learning Management Systems (LMS) and reporting on training compliance.
• Performing consultation work or skills development as necessary.
• Consulting and collaborating with all DES training and management functions in leadership development-related areas. Building and maintaining business partnerships.
• Generating status reports, creating project plans, maintaining communication through correspondence, meetings, participating in committees, and working with teams to achieve common goals.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Adult learning principles, distance learning (computer-based training, web conference, etc.…)
• Collaboration and social media platforms (e.g., SharePoint), computers (Google Workspace and Microsoft Office), and evaluation (Phillips ROI Model preferred).
• Federal & state laws, regulations, policies & procedures DES and/or DBME/FAA.
• Project planning concepts and practices, organization, tracking systems, customer service and communication principles.

Skills in:
• Supervision, coaching, problem solving, interpersonal relations, oral and written communication principles.
• Instructional design, training delivery, distance learning development, evaluation, training-related technologies including learning management systems.

Ability to:
• Develop and sustain productive customer relations, take initiate to manage one’s time and resources to ensure that work is completed efficiently, set high standards of performance for self and others.
• Make decisions, build effective teams, delegate work, mentor, coach, innovate, manage conflict, and work independently. Assume responsibility and accountability for successful completing assignments or tasks and maintain high levels of productivity.
• Maintain effectiveness during periods of change. Make customers and their needs a primary focus of one’s actions.

Selective Preference(s):

The ideal candidate for this position will have:

• Bachelor’s degree or higher in an applicable subject such as Human Resources Development, Adult Education, Psychology, English, Instructional Design, e-Learning or similar field. Three (3) to Five (5) years’ experience managing personnel and training functions. Three (3) years’ experience training adult learners. Three (3) years’ experience with instructional design. Three (3) years’ experience in development and delivery.

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
