Job Summary:

Reporting to the Deputy Director, this position oversees the Finance & Accounting division of a mid-sized agency with an approximate budget of $300-$400 million annually, consisting mostly of federal grants.

This position may offer the ability to work remotely, within Arizona (including in-office hoteling), based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

This position will oversee the operations of the Finance & Accounting Division of a mid-sized agency with a budget of approximately $300-400 million annually, holding responsibility for all functions associated with ensuring compliance with all state and federal financial processing and reporting requirements, including meeting major OMB requirements associated with federal grants, and several state resources. Provides income and expenditure detail to the agency leadership on a monthly basis. Oversees the Accounting functions federal grants from the U.S. Department of the Treasury. Responsible for responding to and ensuring no findings associated with state and federal monitoring and audit requirements, including annual audits conducted by the Arizona Auditor General, US Department of Housing & Urban Development, US Department of the Treasury, US Department of Energy, US Department of Health & Human Services, and private third party audits. Supervises and directs the work of a team of who are assigned to handle specific accounting transactions. Review, analyze and approve a wide variety of financial activities handled by the division. Plan and supervise the work of the division, including training, maintaining policies and effective internal controls, adhered to through policy. Responsible for hiring, training, review of work performance, and separations. Reviews and approves associated transactions such as lien releases, loan accelerations, subordinations, occupancy waivers, short sales, insurance claim endorsements, bankruptcy, trustee sales and foreclosures, and compliance testing. Serves as the agency's liaison with the Arizona Department of Administration's General Accounting Office (GAO) and the Arizona Treasurer's Office, meeting all State requirements for the processing of income and expenses in accordance with auditing standards generally accepted in the USA and standards applicable to financial audits contained in Government Auditing Standards issued by the Comptroller General of the US. Responsible for the implementation of the Arizona Management System for the division. Other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge of State Accounting structures and principles required to maintain all aspects of maintenance of profiles, program cost accounts, grants, projects and indexes. Nonprofit organization accounting requirements. Considerable knowledge the principles and practices of administration and management. Internal controls and auditing procedures, financial management, budgeting principles, especially as it pertains to the State of Arizona budgeting processes. Prefer experience with the State’s financial management system. Fund accounting; forecasting and trending techniques; creation and analysis of cash flow proformas. State purchasing and procurement procedures. Federal and state rules and regulations with respect to accounting, management and budget. Loan servicing and legal documentation requirements for the loan of state and federal dollars. Management and supervision practices. Arizona Management System concepts and practices. Certified Public Accountant preferred.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program. New ASRS members will have a 27-week waiting period for membership. The ASRS defined benefit plan provides for life-long income upon retirement.
